Gilbert, Director of Public Works DATE: March 29, 1995 (Council Meeting 4 -5 -95) SUBJECT: Consider Traffic Control. Measures on Pecan Avenue and Monroe Avenue BACKGROUND On February 15, 1995, the City Council took a certain actions pertaining to a number of traffic control measures. Those actions are summarized as follows: 1. STOP Signs: Designated Pecan Avenue and Monroe Avenue to be a Three -way STOP intersection; 2. Warning Signs: Directed staff to install Children at Play, Curve and Watch Downhill Speed Warning Signs on Pecan Avenue; 3. Monroe One -way Traffic: Directed the City Engineer to provide a cost estimate for a Traffic Study to assess the impacts of restricting traffic on Monroe Avenue 'to Eastbound only; 4. Pecan Closure: Directed the CiLty Engineer to provide a cost estimate for a Traffic Study to assess the impacts of closing Pecan Avenue immediately south of Monroe Avenue; 5. Speed Hump Program: Directed the City Engineer to work with the Transportation and Streets Committee (Councilmembers Wozniak and Hunter) on the development of a Speed Hump Program; and, 6. Campus Canyon School Student Drop -off. Directed staff to meet with School District Officials to discuss the feasibility of constructing an on -site Student Drop -off area at Campus Canyon School. pe and 00167 Pecan Avenue and Monroe Avenue April 1995 Page 2 DISCUSSION A. Incremental Approach The City Council and the Transportation and Streets Committee (Councilmembers Wozniak and Hunter) have taken an incremental approach to addressing the traffic concerns on Pecan Avenue and the surrounding neighborhood. Suggested solutions will be evaluated in terms of their cost - effectiveness and their potential for having a positive impact on specific problems. With approval of the City Council, certain of those candidate solutions will then be implemented in a serial fashion, again keeping an eye on cost - effectiveness and results. A summary of the present status of those efforts is set forth below. B. Implemented Measures The additional signs described _Ln Item Nos. 1 and 2 above have been installed. B. Centerline on Pecan Avenue One of the Possible Actions which was considered by the City Council but not selected, was the installation of a center line on Pecan Avenue. At their meeting on March 27, 1995, the Transportation and Streets Committee again discussed the pros and cons of employing this traffic control measure on Pecan Avenue. It was their opinion that a centerline would have a positive impact on lowering vehicular speeds on this street. In the view of the Committee a centerline would be particularly effective in the "curved" portion of the street. The relative merits of a double yellow line or a single broken yellow line was also discussed. It was the recommendation of the Committee that the City Engineer investigate the most effective design and placement of a centerline for this street and that this matter be reconsidered by the City Council. C. Monroe One -way Traffic The Transportation and Streets Committee considered a Proposal from the City Traffic Engineer for the preparation of a Traffic Study to assess the impacts of restricting traffic on Monroe Avenue to eastbound only, for a fee of $2,500. It was the recommendation of the Committee that this Possible Action be rejected and that no further analysis be performed. pecan4 i Pecan Avenue and Monroe Avenue April 1995 Page 3 D. Pecan Closure The Transportation and Streets Committee also considered a Proposal from the City Traffic Engineer for the preparation of a Traffic Study to assess the impacts of closing Pecan Avenue immediately south of Monroe Avenue, for a fee of $1,875. It was the recommendation of the Committee that further action on this alternative be deferred at this time and reconsidered subsequent to the implementation and evaluation of other alternatives. E. Speed Hump Program The Transportation and Streets Committee discussed Policies, Guidelines and program objectives for the City's Speed Hump Program. Draft policies will be developed and presented to the Committee at its next meeting. F. Campus Canyon School Student Drop-off pecans Staff met with representatives of the School District to discuss the feasibility of constructing an on -site Student Drop -off area at Campus Canyon School. The .issues and constraints raised at that meeting were discussed at the March 27th meeting of the Transportation and Streets Committee. The objective of any improvements or revised traffic control measures at this school site is to facilitate improved traffic circulation in and around the school during peak traffic times at the beginning and the end of each school day. Upon review and analysis of the potential effectiveness of a number alternatives it was the view of the Committee that existing on- street parking restrictions should be revised to better accommodate student drop -off on both Pecan Avenue and Monroe Avenue. It was the view of the Committee that the potential effectiveness of any on -site improvements was very limited. Attached as Exhibit. 1 is a draft resolution which revises the on- street parking restrictions in this area as follows: 1. Changes the parking restrictions In the turn -out area on Hearon Street just south of Monroe Avenue from "NO PARKING -- THREE MINUTE LOADING ZONE" to "NO PARKING -- PASSENGER LOADING ONLY -- UNATTENDED VEHICLES SUBJECT TO CITATION" Note: This change is recommended to prohibit short term parking in this area, thereby improving efficient traffic circulation for student drop-of 'f. It is the intent of staff to also add a painted a channel line approximately nine feet from the curb in the "turn -out" area in order to discourage drivers from "ANGLE PARKING" in this area. 001.69 Pecan Avenue and Monroe Avenue April 1995 Page 4 2. Establishes new parking restriction along the school frontage on Monroe Avenue to read "NO PARKING -- Monday thru Friday, 7:00 a.m. to 3:00 p.m. -- PASSENGER LOADING ONLY -- UNATTENDED VEHICLES SUBJECT TO CITATION ". Note: These new parking restrictions will provide ample area during school hours for student drop -off, and still allow for on street parking for other purposes at other times. 3. Adds certain NO PARKING :restrictions adjacent to driveways and Loading areas in order tc) improve traffic safety. Parents wishing to park their vehicles and escort their children to School will be able to use the following areas: • the west side of Hearon Dr. south z)f the turn -out drop -off area; • the east side of Hearon Dr. along the frontage of the park; • the north side of Monroe Avenue across from the school; or, • any area provided on -site by the School District. RECOMMENDATIONS It is the recommendation of the Transportation and Streets Committee and staff that the City Council. take the following action: 1. Approve the installation of a centerline along all or a portion of Pecan Avenue, the location and type of said stripping to be determined by the City Engineer 2. Drop from further consideration the restriction of traffic on Monroe Avenue to eastbound only 3. Defer at this time further study of the closure of Pecan Avenue immediately south of Monroe Avenue. 4. Adopt the attached Resolution (Exhibit 1) revising parking restrictions in the vicinity of Campus Canyon School. 5. Request that the Transportation and Streets Committee provide a report to the City Council regarding the status of the Speed Hump Program, on or before .Tune 7, 19145. pecen4 00170 RESOLUTION NO. 95 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION NO. 91 -814 PERTAINING TO PARKING RESTRICTIONS ON HEARON DRIVE AND ESTABLISHING NEW PARKING RESTRICTIONS ON HEARON DRIVE AND MONROE AVENUE WHEREAS, Section 21351 of the California Vehicle Code (CVC) authorizes the City to place and maintain, or cause to be placed and maintained, such appropriate signs, signals or other traffic control devices as may be necessary to properly indicate and carry out the provisions of the Vehicle Code or local traffic ordinances or to warn or guide traffic; and, WHEREAS, Section 22507 of CVC authorizes the City to provide for the restriction and /or prohibition of parking on any local street; and, WHEREAS, pursuant to said authority, the City Council adopted Resolution No. 91 -814 establishing certain NO STOPPING ANYTIME zones and NO PARKING -- 3 MINUTE LOADING ZONES on Hearon Drive in the vicinity of Campus Canyon School; and, WHEREAS, the City Council has determined that the safe movement of traffic would be improved if these parking restrictions were revised and augmented. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That Resolution No. 91 -814 is hereby rescinded. SECTION 2. That a passenger Loading Zone is hereby established for the turn -out area on the west side of Hearon Street south of Monroe Avenue as shown or Exhibit 'A' and described as follows: The entire length of the vehicle turn -out area located on the west side of Hearon Drive from a point approximately eighty - five feet (851) south of the Beginning Curb Radius (BCR) located on the west side of Hearon Drive immediately south of Monroe Avenue, southerly to a point approximately one hundred eighty feet (180') south of said BCR.. The signs posted designating this zone shall read as follows: "NO PARKING PASSENGER LOADING ONLY Unattended vehicles Subject to Citation" 001.71 Resolution No. Page 2 SECTION 3. That a passenger Loading Zone is hereby established, during certain hours of certain days, on the south side of Monroe Avenue as shown on Exhibit 'A' and described as follows: From a point approximately eighty feet (801) west of the Ending Curb Radius (ECR) located on the south side of Monroe Avenue immediately west of Hearon Drive, westerly to a point approximately four hundred twenty feet (4201) west of said ECR, excluding the NO STOPPING areas adjacent to the parking lot driveway defined in Section 4 of this Resolution. The signs posted designating this zone shall read as follows: "NO PARKING -- PASSENGER LOADING ONLY Monday thru Friday 7:00 a.m. to 3:00 p.m. Unattended Vehicles Subject to Citation" SECTION 4. That NO STOPPING ANYTIME zones are hereby established on Hearon Drive and. Monroe Avenue as shown on Exhibit 'A' and described as follows: • from a point approximately two hundred feet ( 200' ) south of the Beginning Curb Radius (BCR) located on the west side of Hearon Drive immediately south of Monroe Avenue, northerly to a point approximately one hundred eighty feet (1801) south of said BCR; • from a point approximately eighty -five feet (851) south of the Beginning Curb Radius ( BCR) located on the west side of Hearon Drive immediately south of Monroe Avenue, northerly on Hearon Drive and then westerly on Monroe Avenue to a point approximately eighty feet (801) west of the Ending Curb Radius (ECR) located on the south side of Monroe Avenue immediately west of Hearon Drive; from a point approximately one hundred ninety -two feet (1921) west of the Ending Curb Radius (ECR) located on the south side of Monroe Avenue immediately west of Hearon Drive (said point being approximately twenty feet (201) east of the driveway for the school parking lot), westerly approximately seventy - -five feet (751) to a point approximately twenty feet.
