SUBJECT: Consider Resolution No. 95 -____ Establishing No Stopping
Anytime Zones on Bonnie view Street
This presents for consideration a Resolution establishing a no
stopping anytime zone along Bonnie View Street.
DISCUSSION
Bonnie View Street is not constructed to a full width City
standard. The parking of vehicles along this area is incompatible
with the nature of the roadway and the safe movement of traffic
along this road.
On March 2, 1995, staff mailed a letter, refer to Exhibit 'A', to
all property owners and residents along Bonnie View Street. Said
letter explained the intent of the City to present the traffic
safety problems to the City Council, and welcomed any comments or
concerns. To date, staff has received a mixed response. In
general, residents seem to favor parking restrictions where needed
while retaining the ability to park in the street where practical.
On March 28, 1995, staff mailed a second letter, refer to Exhibit
'B', advising all property owners and residents that City Council
would be considering enacting the attached Resolution.
Adopt the attached resolution (Exhibit 'C') establishing No
Stopping Anytime zones on Bonnie View Street.

Dear Owner or Resident,
As you are aware, Bonnie View Street is very narrow. There
is just sufficient street width to accommodate two -way
traffic. The parking of vehicles on this street often
interferes with the safe movement of traffic to and from the
properties which use this street for access. For these
reasons the City is considering the establishment of a NO
STOPPING restriction on the entire length of Bonnie View
Street. This action is believed to be necessary in order to
improve public safety. The purpose of this letter is to seek
input from you and your neighbors, the parties most affected,
prior to taking this action.
It is the intent of City Staff to present this matter to the
City Council for consideration in the very near future. If
you have any comments or concerns about this proposed action,
please give me a call or provide me with a written response
by March 15, 1995. Your interest and opinions are welcomed
and will be appreciated.

The City Council will be considering action to adopt a Resolution
establishing a "No Stopping Anytime" Zone along portions of Bonnie
View Street as described on the attached diagram. You are invited
to attend this meeting of the City Council on Wednesday, April 5,
1995, 7 p.m. at Moorpark City Hall, 799 Moorpark Avenue, Moorpark,
California 93021, and provide input regarding this proposed action.
If you have any concerns or questions regarding this matter, you
may attend the above mentioned City Council meeting or you may

RESOLUTION NO. 95 -
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF MOORPARK, CALIFORNIA, ESTABLISHING
NO STOPPING ANYTIME ZONES ON BONNIE VIEW STREET.
WHEREAS, Section 22507 of the California Vehicle Code provides
for the restriction and /or prohibition of parking and /or stopping
on local streets by local agencies„ and,
WHEREAS, the City Council has determined that the
establishment of no stopping anytime on Bonnie View Street is
necessary and appropriate in order to better provide for the public
health and safety.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That "NO STOPPING ANYTIME" zones are hereby
established on Bonnie View Street as shown on Exhibit 'A' attached
hereto, and generally described as follows:
Side of Street
West Side
East Side
Limits
From Charles Street to the end of Bonnie
View Street.
From Charles Street to a point three
hundred feet (3001) east of the westerly
terminus
SECTION 2. That the City Manager is hereby directed to have
placed and maintained the appropriate signs and /or curb markings
giving notice of these parking requlations.
PASSED AND ADOPTED this 5th day of April, 1995.
