Department Justification
The Moorpark Police Department is attempting to phase out the older and
less reliable radar units. Having adequate back -up radars available
ensures zero down time for radar traffic enforcement. The current hand
held radar is outdated and is not considered accurate or reliable. The
proposed hand held radar does not require installation in the police
unit and would allow for radar enforcement when a Moorpark assigned
police unit is out of service. It also maintains its own power source
allowing for versatility of use. This radar will serve as a spare
radar unit when assigned radar units are out of service for routine
calibration purposes. The radar will assist traffic units in selective
enforcement areas where conditions do not allow for police unit
accessibility.
The Police Department currently has eight radars suitable for
installation in a police unit and one hand held radar. One of those
police unit radars is considered out of date and has not been used
since 1991 (this radar unit will be used for trade in purposes on a
future radar purchase). The current hand held radar is over ten years
old and has not been calibrated since 1990. The outdated hand held
radar will be used for trade in purposes resulting in a $100 discount
on the purchase of a new hand held radar.
The current (94/95) budget noted an anticipated radar purchase under
the Police Department Small Tools Account. The purchase of a
replacement radar is considered a fixed asset.
City Council action is required to transfer savings from a operations
40034
and maintenance account to a capital outlay account. By transferring
funds there is no need to increase the appropriation for the
department. The anticipated cost of the radar with trade -in is
$1500.00.

presented for the Police Department funded by General Fund.
