Gilbert, Director of Public Works DATE: April 10, 1995 (Council Meeting 4-19-95) SUBJECT: Consider Approval of Revised Plans for the Construction of Conduits for Decorative Street Lights on High Street DISCUSSION A. Background On April 5, 1995, the City Council approved the plans for the subject project and authorized staff to advertise for receipt of bids the construction of the conduits for the subject street lights. B. Scope of Approved Plans The plans distributed to the City Council consisted of only the street lighting conduit plans prepared by the Southern California Edison Company (SCE) . B. Additional Plan Sheets The April 5th staff report mentioned that it was the intent of staff to add to the final project design, additional plan sheets showing the following: • installation of additional conduits for the Pacific Bell Company, which are required in order to facilitate the future underground conversion of a number of telephone services on this streets and the ultimate removal of the few remaining wooden poles in the area [City costs for this element of the work is to be reimbursed by Pac Bell] ; and, • installation of conduits for a City-owned low voltage decorative lighting system. [This element of the work is to be City (MRA) funded. highs 0063 High Street Street Lights April 19, 1995 Page 2 C. Revised Plans A set of revised plans have been placed in the City Council's Office for your review. These plans include conduits for the facilities mentioned above, summarized as follows: • street lighting conduits; • Telephone conduits; and, • decorative lighting conduits. In addition, these revised plans include plan sheets for additional conduits described as follows: • SCE: In order to facilitate the future removal of poles and overhead electrical wires on the MRA-owned "Eggs West" property, it will be necessary to install additional electrical conduit to facilitate the future conversion of electrical services to these properties. The cost for this minor amount of additional electrical conduit is to be funded by the City (MRA) . • Cable TV: In order to facilitate future underground service to customers on High Street, Ventura County CableVision (VCCV) has prepared a plan showing the location of conduits which they propose to install in the City's trenches. This work would be performed by VCCV at no additional cost to the City. Any City costs for additional trench depth required to accommodate VCCV conduits would be reimbursed by VCCV. • Public Address System: In order to facilitate the set-up and operation of a public address system during special events on High Street, such as the Country Days celebration, the Moorpark Chamber of Commerce has proposed the installation of separate underground conduits for a speaker system on High Street. It is proposed that this system extend from Moorpark Avenue easterly to a point east of Magnolia Street. A separate plan sheet has been included showing this system. The funding for this additional work has not been determined. It is the intent of staff to include this work in the bidding documents as a Add Alternate, in order to allow the City Council the option of including or deleting this work at the time of the award of contract. RECOMMENDATION Staff recommends that the City Council approve the revised plans for the subject project. high5 00064 0064
