SUBJECT: Consider Line Item Transfer of Appropriated Used Oil Grant Funds in the Solid Waste Department Budget (01.4.160) from Specialized Equipment (906) to Postage (624) and Printing (626) Staff is requesting the following line item transfers of used oil grant funds. In July 1994, the City's grant was augmented in the amount of $9,159.78 to extend the grant program through June 30, 1995. Moorpark's total grant award was $17,622. The City Council has appropriated the grant funds to the Solid Waste budget (160). Staff invoices the Board for reimbursement of expended funds on a quarterly basis. Grant funds must be used by May 31, 1995 to receive the reimbursement by June 30, 1995. Staff recently received authorization from the Board to use the surplus grant funds originally designated for (capital) equipment purchases to be used for the development (including printing and postage) of promotional brochures to be mailed to all residences. City Council action is required to transfer savings from a capital outlay account to operations and maintenance accounts. By transferring funds, there is no need to increase the appropriation for the department.
