Property and business owners in the area have expressed concern that customer parking along High Street is inadequate. Accordingly, all available curbside areas should be made available for customer parking wherever possible. In that No Parking and Loading Zones reduce the number of parking spaces available, such restrictions should be kept to a minimum. The Loading Zone on the north side of High Street just east of Moorpark Avenue was established by City Council in March of 1985, in response to perceived needs of loading and unloading within said area. However, the Loading Zone is rarely used. It would appear that the necessity for keeping this Loading Zone, at the cost of deleting on- street parking, has not been justified. On March 3, 1995, staff mailed a letter (Exhibit 'A') to all property and business owners in the area, advising them that the City was considering the removal of this loading zone. On March 28, 1995, staff mailed a second letter (Exhibit 'B') advising all property and business owners that City Council would be considering enacting the attached Resolution. To date, staff has received only one response in opposition to this action. Staff recommends amending Resolution No. 85 -175 (Exhibit 'C') by deleting Section 2 pertaining to the establishment of this "LOADING AND UNLOADING" Zone. Resolution No. 85 -175 does not specify a loading time limit as required by the California Vehicle Code. Should City Council decide that this Loading Zone should remain, it is recommended that staff be directed to prepare a resolution designating this area to be fifteen (15) minute loading zone. Adopt the attached Resolution amending Resolution No. 85 -175 by deleting Section 2 of said Resolution pertaining to the establishment of a Loading and Unloading Zone on High Street. XF 4W V! California 93021 (805) 529 -6864 As you are aware, customer parking on High Street is essential to the economic vitality of the City's central business district. The City has and will continue to improve upon this valuable commodity whenever possible. One example of such efforts is a City street reconstruction project to begin this summer which will include the establishment of angle parking on Walnut Street between High Street and Charles Street. This street design will add approximately eleven (11) parking spaces more than a street design calling for perpendicular parking. It is the intent of the City to continue to pursue this and a number of other options designed to increase the number of parking spaces in the downtown area. One way in which to add more parking spaces to a given area is through the -elimination of unwarranted loading zones. Accordingly, City staff is considering recommending to the City Council that the loading zone on the north side of High Street, just east of Moorpark Avenue, be removed and that this area once more be made available for vehicle parking. The purpose of this letter is to advise you of this possible action and to seek your input. RESOLUTION NO. 85- 175 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING "NO PARKING ANY TIME" AND "LOADING" ZONES ON NORTH SIDE OF HIGH STREET EAST OF MOORPARY AVENUE. WHEREAS, an engineering analysis has been conducted concerning the establishment of restricted parking zones at the locations shown on the attached "EXHIBIT A "; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a "NO PARk'ING ANY TIME" zone is necessary at the following location: 1. On the north side of High Street from the corner of Moorpark Avenue easterly for a distance of approximately fifty (50) feet. SECTION 2. That a "LOADING AND UNLOADING" zone is necessary at the following location: 1. On the north side of High Street from a point approximately fifty (50) feet east of the corner of Moorpark Avenue, easterly for a distance of approximately twenty -five (25) feet. SECTION 3.
