HomeMy WebLinkAboutAGENDA REPORT 1995 0419 CC REG ITEM 11OITEM Its �.,� AGENDA REPORT CITY OF MOORPARK Lary Council Meeting Of TO: Honorable City Council ACTIOd1 FROM: Jill Rubin Myers, Solid Waste Coordinator DATE: April 10, 1995 (CC Meeting of April 19, 1995) v SUBJECT: Consider Negotiations for Residential and Commercial Solid Waste Contracts BACKGROUND At the City Council meeting on February 15, 1995, it was staff's understanding that the City Council directed an Ad Hoc Committee") to negotiate exclusive franchise agreements with Anderson Rubbish and G.I. Rubbish to provide both residential and commercial collection services. Additionally, the City Council directed staff to delay the PRC hauler notification until a final contract is presented to the City Council, with the understanding that the City Council will continue to accept and review other information presented by Browning- Ferris Industries (BFI) and others. The Council's direction at the February 15 meeting followed the January 31 Special Meeting of the Public Works, Facilities, and Solid Waste Committee (Councilmembers Montgomery and Wozniak). At that meeting, the Committee discussed the residential haulers' (Anderson Rubbish and G. I. Rubbish) request for a $0.15 residential recycling rate increase, although no agreement was reached on that matter at the meeting. Because of the upcoming contract negotiations and the uncertainty at that time about future rate increases or decreases, the Committee suggested that the residential haulers forgo the requested monthly recycling rate increase until after the conclusion of the contract negotiations. Based on the results of the negotiations, it was recognized that the haulers may have the opportunity, if necessary, to retroactively recapture all or part of their requested recycling fee increase. Since the February 15 City Council meeting, concerns have been expressed about the benefits of going out to competitive bid, as a result of the information provided by BFI representatives. At the April 5 City Council meeting, Mayor Pro Tem Perez requested and Council concurred to have this item placed on the April 19 City Council agenda for reconsideration. The Ad Hoc Committee (Councilmembers Hunter and Wozniak) has not yet held a meeting.
