Gilbert, Director of Pubic Works DATE: June 9, 1995 (Council Meeting 6-21-95)-_ - SUBJECT: Consider Resolution No.lLoL 7 Rescinding Resolution No. 94 -1008 and Establishing Revised Limits for the Restricted Parking Zones on High Street and Magnolia Street DISCUSSION A. Background In February of 1994 the City Council adopted Resolution No. 94- 1008 establishing a TWO HOUR parking restriction on portions of High Street and Magnolia Street. A map showing the limits of that parking restriction, is attached as Exhibit 1. B. Request The City is in receipt of a request from Moorpark Active Seniors (Exhibit 2) to expand the exiting restricted parking zone on the south side of High Street westerly to Bard Street. C. Conclusions The enactment of a Two -Hour parking restriction on High street and adjacent streets is needed in order to redirect the parking of the vehicles of MetroLink riders away from public parking needed to accommodate the patrons of downtown businesses. It may be necessary to adjust the limits of this restricted parking zone for time to time to best meet the needs of the community. It appears that such an adjustment is needed at this time. RECOMMENDED ACTION Staff recommends that the City Council adopt the attached resolution (Exhibit 3) rescinding Resolution No. 94 -1008 and establishing revised limits for the restricted parking zones on High Street and on Magnolia Street high2.prk 5. Very often the same cars are parked there throughout the entire Jiv. It is quite obvious that the owners are Metrolink riders. When the impact of the parking Ls such that they reach into the commercial area preventing our ,istomers from being able to park, we need to ask for relief. As I recall, there was a propos31 to limit the parking to a specific length of time, which wou'll make it illegal to park for the entire day. It seems very unfair that our tlisiness be negatively impacted simply for someone's conver)._ence. We know that you will underst,�nci our concern and will act to remedy the situation.
