DISCUSSION A. Findings On June 8, 1995, staff held a telephone conference meeting with Kenwood sales representative and Ventura County ISD Network personnel. It was determined that in order to utilize the County frequency and repeater, radios must be equipped with a data communication feature (MDC 1200 signaling) which allows for unit identification, radio check, paging, and duress calling. Kenwood radio equipment is equipped with an ANI data communication feature. However, this feature is not compatible with the County's MDC requirement. The Kenwood sales representative confirmed that Kenwood radio equipment does not meet the County's radio system requirements and withdrew his bid. County personnel also advised staff that the General Electric (G.E.) radio equipment does not meet the County's MDC 1200 signaling radio system requirement. The G.E. bid for radio equipment was not withdrawn since staff was not able to contact the sales representative to advice him of the incompatibility. B. Bid Analysis A summary of the bid results is presented below and is attached as Exhibit 'A'. 1. Motorola Radio Equipment Three bids were received for Motorola equipment. The apparent low bidder for this brand of equipment is SJM Communication Company with a bid of $21,172.22. Radio Bids Page 2 DISCUSSION (continued) B. Bid Analysis (continued) 2. G.E. Radio Equipment Dial Communications submitted two bids for G.E. radio equipment; $13,846.24 for Monogram radios and $22,318.19 for PCS radios. As stated in Section A of this report, G.E. radio equipment is not compatible with the County radio system. 3. Kenwood As stated in Section A of this report, the bid for Kenwood radio equipment was withdrawn. C. Equipment Reliability 1. G.E. Although the G.E. radio equipment quote was the least expensive, said equipment does not meet the County's radio system requirements. In addition, staff has received unfavorable information regarding the quality and reliability of this brand of equipment. Ventura County ISD Network personnel informed staff that the Sheriff's Department purchased the identical G.E. Monogram radio equipment, as that quoted to the City, for interdepartmental usage (the County repeater was not utilized). County records indicate that said equipment required an inordinate amount of service. County staff was unable to locate a maintenance service provider, and as such no longer utilize the radios. As a result of the problems encountered with G.E. Monogram radios and other G.E. radio equipment, the County only purchases Motorola radio equipment. The City currently has G.E. radio equipment. Said equipment is frequently out of service and constantly in the shop for repairs and/or maintenance. In addition, there is a lack of clarity when receiving transmissions. 2. Motorola County staff and other sources have stated that Motorola radio equipment is reliable, outstanding quality, and meets all County requirements. A number of County agencies utilize Motorola (including Sheriff's Department). Due to the quality of the equipment, less maintenance is required when compared to G.E. equipment. Radio Bids Page 3 DISCUSSION (continued) C. Equipment Reliability (continued) 2. Motorola (continued) Staff was able to borrow and test Motorola handheld radios from Ventura County Waterworks. Coverage was possible throughout the City and transmissions were clear. These two radio aspects are important during an emergency. 3. Kenwood Staff did not research the equipment reliability of Kenwood radio's since the bid was withdrawn. D. Purchasing Ordinance Section 3.04.220 of the Moorpark Municipal Code states, "Except as otherwise provided herein, formal bid contracts shall be awarded by the city council to the lowest responsible bidder. The determination of lowest responsible bidder shall be at the discretion of the city council pursuant to findings and recommendations presented by the purchasing agent at the time of award of contract." Based on the findings as stated in Section C of this report, staff recommends that City Council declare the bids submitted for General Electric radio equipment to be unresponsive and to reject said bids. E. Recommended Selection Staff finds the Motorola radio equipment product best meets the needs of the City and recommends purchase of said equipment. Radio Bids Page 4 DISCUSSION (continued) F. Fiscal As shown below, the approved budget amount for the subject equipment is $17,075. As shown on Exhibit 'B', if City Council decides to proceed with staff's recommendation of purchasing Motorola radio equipment ($21,172.22), appropriations for individual departments are necessary. RECOMMENDATION 1) Approve request by Kenwood sales representative that their bid be withdrawn; 2) Declare the bids submitted for General Electric radio equipment to be unresponsive and reject said bids; 3) Authorize purchase of the Motorola radio equipment described in this report, for an amount not to exceed $23,289 (includes 10% contingency); and 4) Approve an amendment to the appropriation and budget for said purchase as defined in Exhibit 'B' of this report.
