Lindley, Assistant to the City ManagerjA August 8, 1995 (CC Meeting of September 6) Consider Resolution No. 95jLgv Authorizing the City's FY 1995/96 Transportation Development Act Claim The City Council is begin asked to approve the attached resolution directing the City Manager file a claim for the City's 1995/96 Transportation Development Act (TDA) funds. The City is required to file an annual claim in order to receive its funds. TDA revenue is generated from a sales tax on gasoline and must be spent on transit and street impx'ovement and maintenance related projects. The City of Moorpark's estimated FY 1995/96 TDA allocation is $547,272. Staff proposes filing the City's TDA transit claim using the figures approved by the City Council in the adoption of the 1995/96 City Budget, with the exception of VISTA, as follows: Transit City Bus Contract $ 85,000 Metrolink Sweeping 6,000 Metrolink Landscaping 4,300 Metrolink Security 24,260 Metrolink Utilities 3,220 Metrolink Maintenance 4,000 Transit Planning 5,530 (10% of ATCM salary) As you may recall, the City of Moorpark is participating in a demonstration project for the operation of a intercity bus system (VISTA -East) with the cities of Simi Valley, Thousand Oaks, Agoura Hills, and Westlake Village and the County of Ventura. We are now entering the second year of the two year demonstration period. Uti0WA TDA Claim Page 2 VISTA -East is being financed in large part through a federal grant (CMAQ), the participating parties contribute a 12.5 percent match based on population shares. In FY 1994/95, the City of Moorpark contributed $5,100 in TDA for its share of the service. Due to the low ridership and high expenses, VISTA - East's farebox return ratio has never risen above 3.5 percent. The original farebox return ratio goal for the first year of the demonstration project was 12 percent. As a result, VCTC solicited new service proposals that included smaller buses (16 passenger). The preliminary proposals indicate a significant cost savings which has reduced the contributions of the participating parties for the second demonstration year. The City's share for FY 1995/96 is $3,600, which is $1,500 less than approved by the City Council in the 1995/96 City Budget. With the City Council's approval of the VISTA -East contribution and the other transit related items identified above, the City's TDA transit claim for FY 1995/96 will be $135,910. The City's remaining TDA allocation ($411,362) will be claimed for streets and roads. Please note that the outcome of the pending lawsuit filed against VCTC by PCL may impact the City's receipt of its TDA funds if a temporary restraining order (TRO) is imposed on the distribution of some or all countywide TDA funds. It is staff's understanding that VCTC will not distribute funds until the judge has decided the issue of the TRO, which should be in September. Recommendation Staff recommends that Council adopt Resolution No. 95 -AY�- authorizing the City's FY 1995/96 Transportation Development Act claim, and authorize the City Manager to sign the claim for submittal to the Ventura County Transportation Commission. 000wz
