SUBJECT: Consider Agreement Between the City and VCTC for
Senior Nutrition Program Transportation
Background
On July 7, the Ventura County Transportation Commission (VCTC)
approved the allocation of TDA funds "off-the-top" in the amount of
$152, 000 for the transportation of senior nutrition program
participants to and from congregate meal sites. The term "off-the-
top" refers to the appropriation of funds from the countywide pool
before they are allocated to the cities and the County. Taking
funds "off-the-top" reduces the amount available to the eligible
jurisdictions.
In the past, the County of Ventura, through its Public Social
Services Agency, provided transportation to and from the congregate
meals site at several locations (Oxnard, Ventura, Port Hueneme, and
Camarillo) . The funds used for this transportation program have
been depleted, and the County announced that it could no longer
fund the service. VCTC made a determination that with the loss of
this transportation service, there would be an "unmet transit need"
that, if left unmet, would jeopardize the cities' and the County's
TDA funds.
To meet the "unmet transit need", VCTC allocated TDA funds to
reimburse transit operators for transportation provided to seniors
attending the nutrition meal sites. The reimbursement will be $1
for each one-way ride.
VCTC is requesting that jurisdictions wishing to request
reimbursement enter into an agreement. The agreement (Attachment
A) states that VCTC agrees to reimburse participating operators
and, in turn, participating operators agree to submit monthly
ridership reports. The term of the agreement is one year beginning
July 1, 1995; and the agreement can be terminated with 30 days'
written notice.

Currently, there are no seniors riding the City bus to and from the
Moorpark senior center to attend the nutrition program, even though
the bus stops directly in front of the Tafoya Terrace Senior
Housing complex and Senior Center. I will continue to work with
the Senior Center Coordinator in an effort to identify potential
riders. In the event that the City is able to attract eligible
senior citizens, I believe it will be beneficial to have the
agreement in place.
Recommendation
Staff recommends that the City Council approve the Agreement
between the City and VCTC for Senior Nutrition Program
transportation subsequent to final language approval by the City
Manager, and authorize the City Manager to sign the agreement on
behalf of the City.
