Gilbert, Director of Public Works DATE: August 28, 1995 (Council Meeting 9 -6 -95) SUBJECT: Consider Authorization to Advertise for Receipt of Bids for the Construction of a Double Left Turn Lane (North - to- West Traffic) and a Raised Center Median on Spring Road South of Los Angeles Avenue 1. In February of 1995 the City Council approved the subject project and authorized staff to proceed with the project design. 2. In June 1995, the City Council was provided with a copy of the preliminary design for the area immediately south of Los Angeles Avenue. DISCUSSION A. Desicrn The subject project calls for the construction of certain traffic modifications on Spring Road south of Los Angeles generally summarized as follows: • the construction of a raised center median from Los Angeles Avenue to a point approximately two hundred thirty feet (230 1) to the south; • the relocation of the centerline easterly and the re- striping of the street to provide for a double left turn lane for north -to -west left turners; • the restriping of Spring Road north of the intersection to match the new lane line alignment south of the intersection; and, • the installation of track lines through the intersection to assist traffic flow. sp sed.ad 000101 Spring Road Median September 1995 Page 2 B. Encroachment Permit City staff has submitted an Encroachment Permit Application to Caltrans for this work as it affects traffic on Route 118 as well as Spring Road north of the intersection. As you may recall, the segment of Spring Road north of the intersection is still under Caltrans jurisdiction. C. Plans and Specifications A set of the plans and specifications for this project have been placed in the City Council office for review and comment. D. Fiscal Impact 1. Construction Cost Estimate: Th estimated amount of construction cost is */J; 0.1 00 0 0 2. Total Project Cost Estimate: A summary of the total project cost estimate is as follows: Element Cost Est. ($) Design 8,708 Construction 30,000 Construction Contingency (10 %) 3,092 Admin & Inspection 3,200 Total 45,000 3. Budget: The approved FY 1995/96 Budget [027- 142 - 903 -0376] is $60,000. D. Schedule It is anticipated that bids will be presented to the City Council in late October and that, if a contract is awarded, construction should be completed by December. Staff recommends that City Council approve the plans and specifications for the subject project and authorize staff to advertise for receipt of bids. sp_med. ad'
