SUBJECT: Consider Alternative Location for Roller Hockey /
Multi-Use Court and Future Aauatics Facility at
Arroyo Vista Community Park.
BACKGROUND
At their meeting of July 19, 1995, the City Council directed
the Public Works, Facilities, and Solid Waste Committee
(Montgomery and Wozniak) to review schematic design
alternatives for Phase II of Arroyo Vista Community Park,
specifically the area (s) directly east of the gymnasium and
the Recreation Center. The purpose of this directed study
was to provide the City Council with more technical
information about the most appropriate locations for the
proposed aquatics facility, and the approved multi-use court .
At this meeting, the City Council also approved the size of
the multi-use court to be 200 ' x 100 ' (20, 000 square feet) in
size.
Staff contracted with T. I . Maloney, who designed the plans
and specifications for Phase I of the park, to prepare three
(3) alternative studies, incorporating both elements in a
harmonious design.
Study A shows the aquatics facility that BSI, the landscape
architect who had been contracted to do the original park
master plan, had proposed as a future location. This study
shows how the pool in this location can be complemented with
a multi-use court to the south of the gymnasium. The aquatics
facility is adjacent to the gymnasium, rather than across the
walkway, which allows both users of the gym and the pool to
utilize the shower and locker facilities . The pool area can
be accessed by both the first parking lot, and from behind
the gym.
Study B locates the multi-use court behind the expanded
gymnasium, and relocates the aquatics facility to the south
of the gymnasium.
In Study A and B the pool shown is 150 ' x 75 ' . This is a very
large, Olympic size pool, much larger than the pool at
Thousand Oaks High School or at Rancho Simi Park. This size

of pool is comparable to the pool at USC, and fits NCAA
standards . The Public Works, Facilities, and Solid Waste
Committee concurred that a pool of this size would be
beneficial to the City, as the City would potentially be able
to generate revenue from regional youth and collegiate swim
meets .
The aquatics facility, shown in Study C, includes a 75 ' x 75 '
competition lap pool , which is conducive to competitive
swimming programs, including high school programs, but would
not be large enough to accommodate college level competition.
It also incorporates a shallow pool area for instructional
classes and recreational swim. This conceptual design also
includes a water slide area as an option, which would provide
additional revenue to the City, should this be considered in
the future. Study C locates the aquatics facility to the
south of the gym, as in Study B.
The Public Works, Facilities, and Solid Waste Committee
preferred the design and location of Study B. The aquatics
facility, in its final design, is probably years away from
completion, due to funding limitations . Locating the multi-
use court to the south of the gym at this time, would create
considerable additional costs in grading and reconfiguration
of the drainage, as this location for the multi-use court is
directly on a major swale in the landscaping. When the
aquatics facility is ready to be designed, the additional
grading and drainage improvements can be included in the
costs for the pool . Additionally, the location for the
multi-use court shown on Study B already has acceptable soils
conditions pursuant to a recent soils test, and this site has
the necessary compaction for the court, and will require no
additional subsurface preparation at this time, other than
removal of the sod and moving irrigation lines, which can be
done by City staff at a minimal cost .
As indicated in a recent survey, the land elevation in this
area will provide the necessary drainage with little or no
grading.
Staff also prefers Study B for parking. By locating the
court behind the expanded gymnasium footprint, more users for
the multi-use court will park in the second lot, and balance
the overall parking at this facility. When the aquatics
facility is finally built, parking for the pool can be
accessed by both of these parking lots .
The Public Works, Facilities, and Solid Waste Committee also
indicated that when a final design is created for the
aquatics facility, that Study B should be modified to include
a separate wading pool for pre-school children, and an
extension to the south of the larger pool for a competitive
diving area.

RECOMMENDATION
Adopt Design Alternative B as presented for siting of the
roller hockey / multi-use court and future pool, and direct
staff to proceed with installation of a 200 ' x 100 ' roller
hockey / multi-use court, as previously approved by the City
Council .
