SUBJECT: consider Revision to Moorpark Project Pride
Agreement.
BACKGROUND
At the City Council meeting of September 6, 1995, the Council
took action to allocate $8,800 from the General Fund
appropriation for At Risk Youth, and $6,000 from Community
Development Block Grant Funds (CDBG) set aside for at -risk
youth, for the Moorpark Project Pride Program. This program
would be co- sponsored and administered by the Moorpark
Unified School District, and funding would be used to hire
part time staff to assist the Program Coordinator with
tutoring and enrichment programs. During the summer, $1,200
of City funds were used to support part time salaries for the
summer school program for a total of $10,000 of General Fund
monies for the purpose of fiscal year 1995/96.
The School District has informed the City that the District
is not able to meet all of the requirements set forth by HUD
for CDBG funding. These requirements include verifying
income levels of participants, providing program- related
District personnel records, and providing detail accounting
on a monthly basis of how allocated funds for this program
are utilized.
Staff would still recommend providing the $8,800 General Fund
appropriation for this program, and the District has informed
the City that this contribution to the program would still be
acceptable. The Agreement between the City and School
District for Moorpark Project Pride can be finalized upon
Council action to reduce the City's contribution to $8,800.
RECOMMENDATION
Direct staff to sign agreement with School District for 1995-
96 for Project Pride, with contribution from City not to
exceed $8,800.
