DISCUSSION A. Background • At the September 20, 1995, City Council meeting, staff was authorized to solicit bids for said project. B. Scope of Work The purpose of this project is to construct sidewalks in the residential area located north of Los Angeles Avenue, east of Moorpark Avenue, and west of Spring Road. The proposed sidewalk construction identified in the plans includes Esther Avenue, Sherman Avenue, and a portion of Harry Street as shown on Exhibit 'A' . C. Bid Summary On October 17, 1995, bids were received, opened and tabulated. A summary comparison of the bids received is attached as Exhibit 'B' . The amount bid by the apparent low bidder, Kalban, Inc. , is $52,534.08. D. Proposed Additional Work Fifty percent (50%) of the construction cost for the subject sidewalk improvements, up to a maximum of $40,000, is funded by an SB-821 pedestrian facilities grant. In order to maximize the utilization of these grant monies, construction costs should meet or exceed $80,000. It is recommended, therefore, that staff be authorized to negotiate a change to the Scope of Work for the subject project, to provide for the construction of certain additional sidewalks as determined by staff including the sidewalks on the south side of High Street from a point east of Walnut Street to a point east of Magnolia Street. spec\sherman2.rpt 00 ✓yi (,y b 95 -8/ f Sidewalk Construction Page 2 E. Qualification The apparent lowest responsible bidder is Kalban, Inc. of Sylmar, California. The bidder possesses the proper contractor's licenses and is experienced in constructing sidewalks. Inquiries made to previous employers have been favorable. The bidder has confirmed that prices bid are accurate and has stated interest in proceeding with the project. F. Fiscal Impact 1. Project Cost Estimate: An estimate of the total anticipated project costs is summarized as follows: Description Costs ($) Design 0 Printing, etc. 300•.00 Tree Removal 3 ,000.00 Construction Bid Amount $52,534.08 C.O. for Added Work [est. ] $27,465.92 80,000.00 Contingency (10%) 8,000.00 Administration 0 Inspection $ 7,700.00 Total $99,000.00 2 . Budget: A re-cap of the approved budget for this project is as follows: • SB-821 State Grant (15-142-903-0325) $ 40,000 • Local Share (11-142-903-0325) $ 60 .000 Total $100,000 3 . Budget Amendment: As stated above, the local share is shown to be funded from the Local Transportation Fund (TDA Article 3) . The subject project is of the type recently constructed in the central area of the City by the Moorpark Redevelopment Agency (MRA) . For this reason it is recommended that the source of the local funding for the subject project be changed to be from the MRA. F. Schedule It is anticipated that construction will begin November 27, 1995, and be completed within 30 working days. spec\shermen2.rpt A Sidewalk Construction Page 3 RECOMMENDATION Staff recommends that the City Council take the following actions: 1. Award a contract to Kalban, Inc. for the subject project, in the amount of $52,534.08. 2. Authorize staff to negotiate an increase in the scope of work for the construction of additional sidewalks where required in the downtown area, at locations to be determined by staff to including the south side of High Street, to yield a total estimated construction cost of $80,000. 3 . Approve a construction contingency of $8,000 and authorize the City Manager to approve additional work, if required, not to exceed said contingency. 4. Authorize the Mayor to sign necessary contract documents. 5. Subject to approval of the funding of the local share costs by the Moorpark Redevelopment Agency, approve a change to the amount of the appropriation and budget for the subject project as follows: • SB-821 State Grant (15-142-903-0325) : $40,000 (no change) ; • Local Share (11-142-903-0325) : from $60,000 to zero ($60,000 decrease) . spec\sherman2.rpt b4.,p30 r ..... a rMlr r 1-r 11L.
