SUBJECT: Consider Resolution No. %� "� Prohibiting Left Turns
from Private Property onto New Los Angeles Avenue
[McDonald's]
OVERVIEW
This requests adoption of a resolution prohibiting LEFT turns onto
New Los Angeles Avenue from the parking lot at the McDonald's
restaurant located at the northeast corner of said intersection.
DISCUSSION
A. Conditions
Left turn ingress and egress movements from and to private
driveways located on a busy street can be unsafe. It was with
this in mind that a certain Condition of Approval was imposed on
CPD 92 -2, which is re- stated as follows:
1198. Left turn ingress and egress for the project site shall
be prohibited. Eastbound ingress from [New] Los
Angeles Avenue shall be controlled by a left turn
pocket subject to review and approval by the City
Engineer and Caltrans. Proposed driveways shall be
signed for right turn [exits] only. Commercial traffic
shall access the site by right turns only. [ ... ]
Future studies of different ingress options may be
required of the applicant. All costs for City review
shall be borne by the applicant"
B. Left Turn Ingress and Egress at the Spring Road Driveway
Although the above condition states that left turns into and out
of the site at the Spring Road driveway are prohibited, it has
been determined by staff that these turning movements are not
unduly unsafe and that an egress left turn from the Spring Road
driveway best serves traffic heading south and est from the
site. For these reasons it is the intent of the Director of
Community Development to approve a Permit Adjustment amending
the above cited condition, to allow for the removal of the RIGHT
TURN ONLY signs at this driveway.

C. Left Turn Ingress from New Los Angeles Avenue
The above condition states that left turns into the property
from New Los Angeles Avenue are prohibited. In order to
accommodate vehicular access from this direction, the driveway
on New Los Angeles Avenue which serves the property was moved to
the east and an access easement across the adjacent property was
acquired by the developer. In addition, a left turn lane in the
center median for eastbound traffic accessing the property, was
installed by the developer with the approval of Caltrans and the
City Engineer as required by Condition #98. It is also the
intent of staff to add language to the above mentioned Permit
Adjustment recognizing this approved ingress traffic movement.
D. Left Turn Egress onto New Los Angeles Avenue
Pursuant to the above condition, signs have been posted at the
New Los Angeles Avenue driveway prohibiting left turns from the
property. It is recommended that the City Council adopt the
attached resolution reenforcing this turning prohibition.
E. Authority
1. Section 21351 of the California Vehicle Code (CVC) provides
for adoption of measures by the Local Authority deemed to be
necessary and appropriate.
2. CVC Sec. 21360 provides for the regulation of traffic
entering a highway from a private driveway. Although the
enforcement of this Section of the CVC does not require a
Resolution to be adopted by the local authority in order to
become effective, it has been practice of the City Council in
the past to adopt a resolution for such turning movement
restrictions. It is recommended that the subject Resolution
be adopted consistent with this past practice.
RECOMMENDATION
Staff recommends that the City Council adopt the attached
Resolution prohibiting LEFT TURNS onto New Los Angeles Avenue from
the driveway serving the McDonald's restaurant.
