HomeMy WebLinkAboutAGENDA REPORT 1995 1101 CC REG ITEM 08HTO: FROM: ............ •toU(7o) ITEM _ S. 146 AGENDA REPORT CITY OF MOORPARK The Honorable City Council Baldemar Troche, Public Works Management Analyst DATE: October 16, 1995 (CC Meeting of November 1, 1995) SUBJECT: Consider Resolution No. 95- 05;- Authorizing the Submittal of a Grant Application Under the Transportation Enhancement Activities Program (TEA) for the Construction of Landscaping and Related Improvements Within the State Route 118 Freeway Right -of -Way Between Collins Drive and Princeton Avenue OVERVIEW This report requests adoption of a Resolution authorizing the subject grant application. BACKGROUND The City /State Freeway Agreement, pertaining to the Route 23 / Route 118 freeway connector project, as well as the Environmental Impact Report for that project, required Caltrans to construct landscape improvements along said freeway. However, due to State funding cutbacks, the funding for this project does not look promising. Staff has been working with Caltrans and Ventura County Transportation Commission (VCTC) personnel to find funds for this landscaping project, but have had limited success. We have, therefore, sought alternative means to implement at least a portion of the landscaping originally anticipated. VCTC has informed staff of a program funded by the Federal Intermodal Surface Transportation Efficiency Act (ISTEA) known as the Transportation Enhancement Activities Program (TEA). This program funds certain kinds of activities related to or prerequisites to specified eligible projects. The types of activities eligible for funding are summarized as follows: 1. Bicycle / pedestrian facilities 2. Acquisition of scenic easements 3. Scenic highways 4. Highway landscaping 5. Historic preservation 6. Restoration (rehab) of historic transportation facilities 7. Preservation (conversion) of transportation corridors 8. Abatement of outdoor advertising 9. Archeological planning / research 10. Mitigation of highway runoff water pollution TEA Resolution Page 2 DISCUSSION With assistance from VCTC personnel, staff intends to submit a Transportation Enhancement Activities Program (TEA) grant application to partially implement the goals and objectives of the originally anticipated landscaping project. This landscaping project will not be as thorough as the one proposed by Caltrans, and will therefore not meet the obligations in the Route 23 / Route 118 freeway connector Environmental Impact Report. As shown on Exhibit 'A', staff proposes to apply for grant funding for a project to construct an entry statement on State Route 118. It is proposed that an illuminated monument sign be installed in area #1 (refer to Exhibit 'A'), plus landscaping in areas #1 - #6. If surplus grant funds are available, the landscaping will be expanded to encompass areas #7 - #12. As part of the grant application, local agencies are required to adopt a resolution which authorizes the submittal of the application and execution of the agreement. It is the intent of staff to continue to work with VCTC and Caltrans to seek funding of the remainder of the landscaping required by the project.
