BACKGROUND At the City Council meeting of October 4, the Council directed staff to schedule a meeting with residents who live on McFadden and Cornett Streets, to outline the planned maintenance and removal program and to provide the residents with some recommended specie of replacement trees. Staff met with approximately 35 residents on Wednesday, October 18 at the corner of McFadden and Poindexter. Staff members who attended were Christine Adams, Ken Gilbert, and Allen Walter. Also present was Paul Rogers, the certified arborist who had previously inspected the elm trees and provided an analysis for the City. After staff reviewed the Council's direction for the residents, Mr. Rogers explained the nature of the problem with the elm leaf beetle, and the recommended treatment method and its limited effectiveness. Mr. Rogers concurred with staff that the best strategy for controlling the pest problem was eradication of the trees. Staff explained that a phasing plan had been recommended to the Council, to minimize the observable defoliation of the neighborhood. Those trees that were most severely impacted would be removed as soon as possible, and the rest would be in a maintenance program for a year and then removed. Staff announced those addresses where the trees would be removed first. Two additional residences requested that their trees be removed with the first removal. With the inclusion of these two (2) trees, a total of 13 trees would be removed from the two streets in the first year. The attached map indicates which trees will be removed in the first year (parcels with stars) and which trees will be removed in the following year (shaded addresses). The remaining parcels do not have elm trees on the property. U0 tUtS3 Staff then provided pictures, information, and sample leaves from four different trees that the residences could select. The trees were selected by staff for their rapid growth, drought tolerance, maximum height, and width of canopy. Two trees are evergreen (Carob tree and Carrotwood Tree) and two are deciduous (Sycamore and Liquid Amber). Most of the residents chose the carrotwood tree, as it can tolerate surface water best (caused by lawn irrigation), will grow to 40' at maturity, has a full canopy, and is an evergreen tree. Staff also informed the residents that the new trees will be placed beyond the City's right of way, and that the new trees will become the full responsibility of the homeowners. None of the residents present objected to this action. This is consistent with the location of parkway trees in the newer subdivision. Finally, staff assured the residents that the City would replace and repair all yard landscaping affected by the elm tree removal. Based upon the feedback from the residents on McFadden and Cornett, staff would recommend that the Council authorize staff to move forward with the planned tree removal and maintenance program, as outlined by staff. RECOMMENDATION Direct staff to proceed with removal and maintenance program for elm trees on McFadden and Cornett as outlined in this report. Attachment Map of McFadden and Cornett Streets.
