Enclosed is a copy of the letter I submitted to the Board of
Supervisors calling for the formation of a County /City Task Force,
charged with revisiting the "Beyond the Year 2000" report,
specifically the Regional Land Use sections which discuss the
Guidelines for Orderly Development. On October 10th, the Board
approved the task force formation and the appointment of Supervisor
Mikels and myself to serve.
The Association of Ventura County Cities and the Ventura Council of
Governments joined in making this request and the recommendation
for the task force members to include the Mayors, or their Council
representative, from all ten cities, along with the Board
appointees. Public participation from all interested groups and
individuals is encouraged and welcomed.
The first meeting of the Task Force is scheduled for Wednesday,
November 8, 1995, 4:00 -6:00 p.m., County Government Center, Multi -
Purpose Room, 3rd Floor. Would you please notify Barbara in my
office, 654 -2276, as to who will represent the city on this Task
Force. I look forward to working with you.

SUBJECT: Formation of County /City Task Force - Guidelines For Orderly Development
FISCAL EMPACT: The Resource Management Agency has agreed to staff through their
budget the first three meetings of the Task Force. If additional commitment is requested,
it will be evaluated by the Agency Director and the Chief Administrative Officer.
RECOMNMNDATION: Support
Dear Board Members:
I received the attached letter from the Association of Ventura County Cities (AVCC)
requesting the formation of a County /City Task Force to evaluate the Guidelines for
Orderly Development. This request was also discussed at the September 28th meeting of
the Ventura Council of Governments.
I recommend the formation of a joint County /City Task Force, charged with revisiting the
"Beyond the Year 2000" report, specifically the Regional Land Use sections, which
discuss the Guidelines for Orderly Development. I also recommend the Board support
appointing Supervisor Miikels and myself as representatives , and that an invitation to
participate be sent to all the Mayors, or their designated Council representative. VCOG
also suggested that the Task Force meetings be open to the public and invite input from all
interested groups and individuals.
The first meeting of the Task Force is set for November 8, 1995, Government Center
Multi- Purpose Room, from 4:00 - 6:00 p.m. The Task Force will be staffed by the
Resource Management Agency.

I look forward to the work of this Task Force as an opportunity to revisit the land use
decisions that have made our county unique among southern California counties, in terms
of maintaining agricultural land uses and promoting growth within cities. Your support of
this request is appreciated.
