SUBJECT: Consider Resolution No. 95- and No. 95- Rescinding
Resolution Nos. 90 -711 and 90 -712 and Reestablishing Speed
Limits on the State Routes Within the City
OVERVIEW
This presents Resolutions reestablishing speed limits on the State
Routes within the City, based on new Speed Surveys recently
prepared by Caltrans.
On October 3, 1990 the City Council adopted Resolution Nos. 90 -711
establishing speed limits for the street segments on State Route
118 within the City, and adopted Resolution No. 90 -712 establishing
speed limits for the street segments on Route 23 within the City.
Those speed limits were based on a Speed Study performed just prior
to said actions.
The California Vehicle Code (CVC) stipulates that in to utilize
radar for the enforcement of speed limits, the posted speed limits
must be based on a traffic speed study performed by a Traffic
Engineer within the past five years. It is necessary, therefore,
to prepare a new Speed Study every five years and to reaffirm speed
limits based on that study. Such action was recently taken with
respect to all of the non - residential streets within the City which
are not on a State Route.
DISCUSSION
A. Study
Caltrans recently completed new Speed Zone Surveys for all of
the street segments on a State Routes within the City. A
copy of those Speed Survey Reports have been placed in the
City Council Office for review.

Recommended Speed Limits
The new speed survey recommends no increases to the presently
posted speed limits. As indicated above, on some segments a
reduction in the speed limit is indicated.
Conditions Not Readily pparent
The CVC requires that, in order to use radar for the
enforcement of speed limits, the posted speed limit may not
be more that five (5) MPH lower than the eighty -fifth
percentile speed [the speed which 85% of the traffic does not
exceed] unless the Engineer's Report identifies conditions
which are not readily apparent to the driver which warrant
the posting of a speed limit no more than ten (10) MPH lower
than the 85th percentile speed. The 85th percentile speed
surveyed for some of the above street segments was more than
five miles per hour higher than the above listed presently
posted speed limits. However, in each case, the Caltrans
traffic engineer was able to identify conditions supporting
the presently posted speed limit. Those conditions are
clearly stated on the survey forms for those street segments.

RECOMMENDATION
Staff recommends that the City Council take the following actions:
1. Adopt Resolution No. 95- (Exhibit 1) rescinding
Resolution No. 90 -712 and reestablishing speed limits for
street segments on State Route 23.
2. Adopt Resolution No. 95- (Exhibit 2) rescinding
Resolution No. 90 -711 and establishing speed limits for
street segments on State Route 118.

SUBJECT: Consider Resolution No. 95 -_ and No. 95- - Rescinding
Resolution Nos. 90 -711 and 90 -712 and Reestablishing Speed
Limits on the State Routes Within the City
The Resolution attached to the staff report dated November 7, 1995,
related to the speed limits for Route 23, should be replaced by the
attached Resolution. The only difference between the attached
document and the one initially distributed, is that, in the revised
document, the last street segment listed on Attachment 'A' has been
split into two segments so that the street segments listed in the
resolution are the same as the street segments listed in the
Caltrans Speed Survey.
Please replace the Resolution for Route 23 which is in your packet
with the resolution attached.
