Gilbert, Director of Public Works DATE: November 22, 1995 (Council Meeting 12 -6 -95) SUBJECT: Consider Authorization to Advertise for Receipt of Bids for the Construction of a Temporary Traffic Signal at the Intersection of Tierra Rejada Road and Moorpark Road BACKGROUND On July 7, 1995, the City Council approved the subject project and authorized staff to proceed with the project design. The development of that design has progressed as follows: • staff solicited bids and then purchased the traffic signal controller; • staff prepared and distributed Requests for Proposals (RFP) to several civil engineering firms for the preparation of a design for the subject project; • staff entered into extensive negotiations with the firm initially recommended to prepare the design; • when negotiations with that firm failed to produce contract terms which were mutually agreeable, staff negotiated and then retained a second civil engineering firm to prepare the project design; • the selected engineer, M' Civil Engineering, has completed the design for the project. DISCUSSION A. Project Description The purpose of this project is to address traffic congestion on the south leg of the intersection. It is understood that the County of Ventura is proceeding with a project for the reconstruction and realignment of Moorpark Road. If the ultimate road alignment for this project causes the intersection with Tierra Rejada Road to be relocated to the west, the subject traffic signal will be removed. The County has agreed to acquire the traffic signal controller for this project for an amount equal to ninety percent (90 %) of the invoiced cost. The design for the proposed traffic signal calls for traffic detector loops for north bound traffic and for west -to -south left turn traffic. Plans and Specifications A copy of the Plans and Specifications for the project have been placed in the City Council office for your review. C. Schedule It is anticipated that bids for the subject project will be opened and presented to the City Council in January. Construction of the project should be completed by March. D. Fiscal Impact 1. Total Project Cost Estimate: An estimate of the total project cost is as follows: Estimated Element Cost ($) • Design 4,040 • Printing, Advertising, etc. 500 • Traffic Signal Controller 5,778 • Construction 28,000 • Construction Contingency (10 %) 5,682 • Admin & Inspection 4,000 Total 48,000 2. Participation by the County of Ventura: The County of Ventura has been asked to contribute one -third ( %) of the net City cost for the project. Staff is optimistic that, through the efforts of Supervisor Mikels office, approval of this participation in the project will be approved by the County prior to the award of the construction contract. Budget: Last July the City Council approved an appropriation and budget amendment for the subject project in the amount of $70,000 (26 -142- 903 - 0413), to be funded by a loan from the Gas Tax fund to the Tierra Rejada Road/ Spring Road AOC. That action was based on an assumption that the amount which would be received in the future from the County of Ventura for the traffic signal controller, would be approximately $35,000, leaving a net cost to the City of $35,000. Summary: It is recommended that any actual revisions to the appropriations and budget for this project be deferred until the receipt of bids.
