SUBJECT: Consider Appointment to Fill a Vacancy on the Teen
Council.
• BACKGROUND
The City ' s Teen Council currently has one vacancy as one appointed
member, Patricia Isidro, moved out of town.
Staff advertised for applicants and received three applications .
They are:
Kerri Moran, 11th Grade, Moorpark High School
Renee Beck, 11th Grade, La Reina High School
Denise Goerisch, 8th Grade, Mesa Verde Middle School
The Teen Council guidelines state that whenever possible, each of
the nine representatives of the Teen Council should each be from a
different grade. Currently, the Teen Council has two 7th graders,
three 8th graders, one 10th grader, and two 11th graders .
All appointments are for one year, with the current terms set to
expire on July 1, 1995 .
Applications are attached to this report .
RECOMMENDATION

1. I have played volleyball for five years, 3 of those years on my high school
team, and am currently playing varsity. I have also played for a volleyball
club team which extends year round. Through this experience I have been
the captain of my club team and have gained important knowledge on how
to lead a team and work together to produce a positive outcome.
I have also served on Student Council for two years -- one year as the
Assembly Commissioner, the other as President.
Finally, I have served two years on my school's newspaper staff("The
La Reina Herald"). This year I have accepted the role of Section Editor.
I believe my interests will complement the work of this committee, for I have
experience in leadership roles and in working with groups of people.
2. I have been involved in service groups within La Reina and the community
of Moorpark. At school I am a Service Council Member which gives
voluntary service to teachers in need of after-school assistance.
Within the community I have volunteered my time to Holy Cross Church by
giving office aid. I have also partaked in packing lunches for the homeless
in the city of Simi Valley.
I have gained work experience by working for Whis'le Stop Photography. My
job consisted of selling photos to the people and arousing interest for the
business.
3. I am extremely interested in serving on this committee because I believe
that I would be an asset to building teen involvement within our
community. I find joy in working with fellow teens to work for the common
good of our society. I believe that teens today in Moorpark is this
community's future. I want to serve on this committee so that I can bolster
enthusiasm amongst teens for the improvement and beautification of our
city. We cannot overlook the teens within the community, and I want to be
there to encourage fellow teens to take active participation in our city
government.
4. I would like to see more advertisement for teenage activities in the city of
Moorpark. I feel that if more teenagers are aware of teenage programs which
involve them in our city's progress, there will be more teenage response. I
think it would be nice to see programs for teenagers to give them
opportunities to view what our city government actually does to give them
motivation to want to work in making Moorpark a better place to live.
5. My future goals are to finish high school and move on to a four-year
university. I want to work hard so that I can enter some field of law or
government. I know I want to be involved in our country's government
whether as a secret service agent or as a lawyer working within our nation's
judicial system. I want to raise a family and live an active life within my
community.

` - MOORPARK TEEN COUNCIL
PURPOSE
The purpose of this Council shall be to investigate and make recommendations to city staff on recreational
programming and other matters of concern to Moorpark teens, and such other duties and functions as may be spe-
cifically assigned to the Teen Council by the City Council.
GOALS
To encourage young residents to actively participate in the operations of their City government in a positive and
productive manner.
To provide a mechanism which facilitates communication and a spirit of involvement by youth in City government.
To provide a learning experience for Teen Council members that is conducive to leadership growth.
MEMBERSHIP
All appointments to the Teen Council shall be made by the Mayor of the City of Moorpark,with approval of the City
Council. The Teen Council shall consist of seven (7) members. Selection of members shall be as follows:
One (1) representative from each grade level from 7th grade to 12th grade, and one (1) representative at large. All
representatives must be Moorpark city residents and be enrolled in school.Special attention should be given to insure
that all middle schools and high schools in Moorpark have some representation on the Teen Council.
Members will be restricted to teens who express an interest in representing their peers as members of the Teen Council,
and who are able and prepared to participate in Teen Council meetings and activities and make the required com-
mitment of time and energy.
Interested youth can apply through an application process. Applications will be made available at City Hall and at
Moorpark High School,Moorpark Community High School,Chaparral Middle School,and Mesa Verde Middle School.
DUTIES AND RESPONSIBILITIES
•
Teen Council members shall be required to do the following:
1. Attend all Teen Council meetings and other Teen Council activities.
2. Actively participate in at least one ( 1 )Teen Council subcommittee, as approved.
3. Solicit, receive, and relay to City staff input and suggestions about any matters of concern to the teen of
Moorpark.
4. Participate in publicity and promotional activities of the Teen Council.

The Council approved the formation of the Teen Council in February
1994 with the goal of encouraging young residents to actively
participate in the operations of their City government in a
positive and productive manner; to provide a mechanism which
facilitates communication and a spirit of involvement; and to
provide a learning experience that is conducive to leadership
growth.
The current Teen Council Members were appointed July 6, 1994 to a
one year term to expire June 30, 1995. The current appointees are
Stephanie Bowman, Jennifer McGowan, Kyle Thompson, Allison Devers,
Jessica Devers and Kerri Moran.
Applications for appointment to the Teen Council have been received
from the following who all live within the City:
Stephanie Bowman - 7th grade
Ginny Hankins - 7th grade
Patricia Isidro - 7th grade
Oscar Rocha - 11th grade
Anthony Rodriguez - 8th grade
Joshua Scherbenski - 10th grade
Fernando Serna - 11th grade
Ari Shaw - 8th grade
John Sherwood - 8th grade
The Teen Council Guidelines direct that the Mayor, with the
approval of the City Council, shall make the appointments. The
Teen Council is to consist of not less than seven (7) members and
not more than nine (9) with a representative from each grade level
from 7th grade to 12th grade, and no less than one'(1) and no more
than two (2) representative at large. All representatives must be
Moorpark residents and be enrolled in school.
The Council has previously been provided with the applications.
STAFF RECOMMENDATION:
Appoint Teen Council Members for a one year term to begin July 1,
1995 and end June 30, 1996.

The City Council has determined nat one of it's priority goals
and objectives for the Communit. Services Department, is the
development of teen recreat ict pi ogramming in • the City of
Moorpark.
In March, 1994, the City Counci approved formation of a Teen
Council which would function in similar manner to that of the
Senior Advisory Committee, that s, the Teen Council would be
advisory to staff on program issue cr.ly.
Staff advertised for four months t r dpplicants for the seven Teen
Council positions, and received 1-) apflications. Two of the
applicants withdrew their names i i) :o the final interviews by
the Mayor.
The City Council voted on July -,, 1994, to appoint eight (8)
members to the Teen Council. Th s action makes it necessary to
amend the Teen Council Guidelines :c reflect eight (8) members on
the Council rather than the origi ally approved seven (7). Staff
is recommending that the City C) i(jl amend these guidelines to
reflect this change.
RECOMOMATION
Increase number of members from .sever. 7) to nine (9) on Teen
Council and amend Teen Council Guidelines appropriately.

I have prepared 10 redline copies of the above conditions to
reflect changes which the applicant requests. A disk is
enclosed which reflects the redline changes (B:TRACT.REV).
Explanations of my reasons have been added. I am prepared to
meet with staff prior to the hearing scheduled on December 6,
1995, however, I will be out of town from 11/30/95 through
12/4/95. I would suggest a meeting either 12/5 or 12/6
(afternoon of the hearing).

11. ACTION /DISCUSSION:
E. Consider Request by Mr. Saadallah ( "SmogPro") Regarding
Use of His Property at 347 Moorpark Avenue as a Truck
Rental Yard and a Recreational Vehicle Yard. Staff
Recommendation: Direct staff as deemed appropriate.
Councilmember Wozniak requested that this item be
continued to July 19 because he has received telephone
calls from citizens who live in the vicinity of this
business and they want to be present when this item is
considered. Councilmember Wozniak said due to their
schedules the concerned citizens were unable to attend
the meeting this evening. He said he would like
direction given to staff to notify the residents on the
east side of McFadden Avenue and those on Moorpark
Avenue, both adjacent to and across the street from this
site, of the date that this item will be considered.
Councilmember Hunter requested that it be continued to
August 2 with the current enforcement action being
suspended pending action by the Council at that meeting.
Mr. Saadallah, spoke as owner of SmogPro, 347 Moorpark
Avenue, and requested that the Council approve the use of
his property as a truck rental yard and a recreational
vehicle storage yard. He stated that he was not aware of
any concerns by the neighbors.
MOTION: Councilmember Wozniak moved and Mayor Lawrason
seconded a motion to continue this item to August 2, 1995.
The motion carried by unanimous voice vote.
Consider Appointment of Seven to Nine Teen Council
Members to the Teen Council. Staff Recommendation:
Appoint Teen Council Members for a one year term to begin
July 1, 1995 and end June 30, 1996. (Continued item)
Mayor Lawrason stated that one of the overall criteria
the Council hoped to achieve with the Teen Council is to
have a representation of different grade levels.
MOTION: Mayor Lawrason moved and Councilmember Montgomery
seconded a motion to appoint Stephanie Bowman, Ginny Hankins,
Patricia Isidro, Oscar Rocha, Anthony Paul Rodriguez, Joshua
Scherbenski, Fernando Serra, Ari Shaw, and John Sherwood to
the Teen Council for a one year term to begin July 1, 1995 and
to end June 30, 1996. The motion carried by unanimous voice
vote.
