BACKGROUND
The City has received grant funds from the Ventura County
Area Agency on Aging Council(VCAAA) for the past five years
through the Community Service Employment Program for Older
Americans Act. In the past, the funds have been used to off-
set the salary of the full time Senior Center Coordinator.
In 1995/96, funds were used from two separate grants (Title
III and Title V) to hire two part time Recreation Leader
positions to assist with program planning and implementation.
A resolution and Council authorization for renewing the Title
Z4-k grant is not required.

The criteria for the Older Americans Act Title I* grant
insists that the grantee hire and train older persons and
provide them job training for future employment. Enrollees
must be of low income status and over the age of 60. The
grant can be renewed for a second year (1996/97), and after
that year, the City must attempt to find permanent employment
for the enrollee. The City's match for this grant is a 1 /9th
match that can be shown as in -kind services, such as a
portion of the Senior Coordinator's time for staff
supervision.
Funds from Title 10 grant may only be used to pay enrollee's
wages and fringe benefits, as established by the City.
Enrollees must be paid the same wages as other persons doing
the same work at the Senior Center (i.e. the current
Recreation Leader position). Enrollees must be covered under
the City's Worker's Compensation Program. Physical
examinations are required of all enrollees prior to
employment, and will be paid for by VCAAA._
Staff is applying for renewal for this grant in 1996/97. The
enrollee would be required to perform duties such as light
clerical work, collating of materials, receptionist duties,
organizing volunteer schedules, assisting with the execution
of senior special events, and other duties as assigned.
Due to available funding, staff has been notified by VCAAA
that the total funding appropriations will be 5% less in
1996/97 than in the current year. Staff will take measures,
by reducing the part time hours, to still be able to take
full advantage of the current grant programs. Staff is
requesting $5,189 from Title O for 1996/97.
The deadline for submitting the grant application for the
Title grant is April 26, 1995.
RECOMMENDATION
Adopt Resolution /�D- l regarding the 1996 -97 Community
Service Employment Program for Older Americans Grant.
