SUBJECT: Consider Resolution Designating Animal Compliance Duties and
Authority
DISCUSSION
On December 21, 2005, the City Council adopted Ordinance No. 329, Animal Regulation.
Among other things, the Ordinance authorizes the Council to designate by resolution the
individuals and facilities tasks with specific duties and authority related to Animal
Compliance.
The Council is now being asked to adopt the attached resolution designating, by title, the
individuals, agencies, and facilities that will serve in the following capacities:
Animal Compliance Officer: Positions of Vector Control Specialist, Vector Control
Technician; Code Compliance Officer I, Code Compliance Officer II, Senior
Management Analyst position designated by City Manager to supervise Animal
Regulation services, and any officer of the Ventura County Animal Regulation
Department.
Animal Regulation Department: Ventura County Animal Regulation Department.
Animal Pound: Any animal shelter or care facility operated by, or on behalf of the
Ventura County Animal Regulation Department.
Director of Animal Regulation Department: The director of the Ventura County
Animal Regulation Department and his or her designee, or such other person as
designated by the City Manager.
Hearing Officer: The director of the Ventura County Animal Regulation Department
and, or his or her designee.

Pound Keeper: The director of the Ventura County Animal Regulation Department
and, or his or her designee.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF MOORPARK, CALIFORNIA,
AUTHORIZING SPECIFIED PERSONS TO ACT ON
BEHALF OF THE CITY OF MOORPARK
PERTAINING TO DUTIES NECESSARY TO
IMPLEMENT AND ENFORCE THE CITY ANIMAL
REGULATIONS ORDINANCE AND ANIMAL
COMPLIANCE PROGRAM
WHEREAS, Title Six Animal Regulations has been adopted by the City
Council as an ordinance of the Moorpark Municipal Code; and
WHEREAS, certain powers, duties, and responsibilities to implement or
enforce Title Six of the Municipal Code must be designated by resolution of the
City Council; and
WHEREAS, it is the intention of the City Council to provide animal
compliance services to the City as permitted by state law and the Moorpark
Municipal Code;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF
MOORPARK DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. An "Animal Compliance Officer" means any person(s)
occupying the position of Animal Compliance - Vector Control Specialist, Animal
Compliance - Vector Control Technician, Code Compliance Officer I, Code
Compliance Officer II, the Senior Management Analyst position designated by
City Manager to supervise the Animal Regulation services, and any authorized
employee of the Animal Regulation Department.
SECTION 2. The "Animal Regulation Department" means the Ventura
County Animal Regulation Department, and its successor agency within the
County of Ventura.
SECTION 3. The "Animal Pound" means any animal shelter or care
facility operated by or on behalf of the County of Ventura.

SECTION 4. The "Director of the Animal Regulation Department" ,
referred to as "director ", means the director of the Ventura County Animal
Regulation Department, or any duly authorized deputy designated by the County
of Ventura to act as the director of the Ventura County Animal Regulation
Department.
SECTION 5. The "Hearing Officer" means the director of the Ventura
County Animal Regulation Department, and additionally the City Manager or his
or her designee, or such person as designated by the City Manager.
SECTION 6. The "Pound Keeper" means the director of the Ventura
County Animal Regulation Department.
SECTION 7. This resolution shall be effective thirty (30) days after it is
adopted by the City Council.
SECTION 8. The City Clerk shall certify to the adoption of this resolution
and shall cause a certified resolution to be filed in the book of original resolutions.
