SUBJECT: Consider Resolution Establishing New Parking Regulations for
the Metrolink Station Parking Lots, and Rescinding Resolution
No. 92 -831 and Resolution No. 99 -1575
SUMMARY
The City Council is being asked to make adjustments to the parking restrictions for
Moorpark Station parking lots. The adjustments include combining two separate resolutions
that permit overnight parking into one resolution, and preventing oversized commercial
vehicles from parking in either lot.
DISCUSSION
The Moorpark Station has two parking lots. One parking lot is accessed via High Street and
is the smaller of the two lots. It is referred to as the North Parking Lot. The second parking
lot is accessed via Moorpark Avenue, and is referred to as the South Parking Lot. Recently,
semi trucks have been parked in the South Parking Lot. Both parking lots were designed
for commuters who travel on the Amtrak and /or Metrolink train. The South Parking Lot is
also used by commuters as a Park and Ride and by some who may wish to use the VISTA
bus service.
The proposed resolution prevents oversized vehicles such as semi trucks from using the
parking lots. The primary purpose of both the North and South Parking Lots is for
commuters, not large vehicles looking for a convenient parking spot. Oversized vehicles
that may be permitted to park in the South Parking Lot include mass transit vehicles such
as the VISTA and Moorpark City Transit buses. This restriction is consistent with parking
restrictions concerning vehicles on Flinn Avenue, Minor Street, Fitch Avenue, Lassen
Avenue, and Park Lane, recently approved by the Council.

In addition to the new oversized vehicle ban, the proposed resolution rescinds Resolution
92 -831 (Attachment B) and Resolution 99 -1575 (Attachment C). Resolution 92 -831
regulates overnight parking for the North Parking Lot and Resolution 99 -1575 regulates
overnight parking for the South Parking Lot. Staff proposes rescinding these two
resolutions and combining their restrictions into a new resolution that covers all Metrolink
Station Parking Lot restrictions.
The proposed resolution also directs the City Manager to have placed and maintained the
appropriate signs and /or curb markings giving notice of the parking regulations.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, RESCINDING RESOLUTIONS NO. 92-
831 AND 99 -1575, AND ESTABLISHING PARKING REGULATIONS
FOR THE COMMUTER RAIL PARKING LOT ON HIGH STREET
(NORTH PARKING LOT) AND THE PARK AND RIDE METROLINK
COMMUTER RAIL LOT EAST OF MOORPARK AVENUE (SOUTH
PARKING LOT)
WHEREAS, pursuant to Section 22519 of the California Vehicle Code, the City
Council adopted Resolution 92 -831 to provide for the regulation of parking in the
Commuter Rail parking lot (North Parking Lot); and
WHEREAS, pursuant to Section 22519 of the California Vehicle Code, the City
Council adopted Resolution 99 -1575 to provide for the regulation of parking in the Park
and Ride Metrolink Commuter Rail Lot East of Moorpark Avenue (South Parking Lot)
located south of the railroad tracks from Moorpark Avenue to a point approximately
1,600 feet east of Moorpark Avenue; and
WHEREAS, the Ventura County Transportation Commission (VCTC) owns and
the City of Moorpark manages the North and South Parking Lots; and
WHEREAS, Section 22519 of the California Vehicle Code provides for the
regulation of parking in any publicly -owned or operated off street parking facility; and
WHEREAS, it is necessary and appropriate to update and establish new parking
restrictions to both the North Parking Lot and South Parking Lot to ensure proper usage
and to create one resolution governing both the North Parking Lot and South Parking
Lot; and
WHEREAS, the City Council has determined that in order to better provide for
the public health and safety, it is necessary and appropriate to maintain the parking
restrictions to permit overnight parking in both the North Parking Lot and South Parking
Lot in appropriately designated spaces; and
WHEREAS, the City Council has determined that in order to better provide for
the public health and safety, it is necessary and appropriate to restrict the parking of
oversized vehicles from both the North Parking Lot and South Parking Lot; and

WHEREAS, Oversized Vehicles shall mean any vehicle, as defined by Section
670 of the Vehicle Code, or combination of vehicles, which exceeds nineteen (19) feet
in length, seven (7) feet in width, or eight (8) feet in height, exclusive of projecting lights
or devices allowed by Section 35109, 35110, or 35112 of the Vehicle Code, as may be
amended.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That except as provided in Section 2, the parking of vehicles in the
North Parking Lot and South Parking Lot between the hours of 10:00 PM to 5:00 AM is
hereby prohibited.
SECTION 2. That when proper signs are erected giving notice thereof, certain or
all of the parking spaces in the North Parking Lot and South Parking Lot may be
designated for overnight and extended parking for up to seventy -two hours.
SECTION 3. That except as provided herein, the parking of Oversized Vehicles
in the North Parking Lot and South Parking Lot is hereby prohibited. Authorized high
occupancy vehicles (van pool, car pool), mass transit, Metrolink or Amtrak buses, or
other vehicles as approved by City Manager or his or her designee are excluded from
this prohibition.
SECTION 4. That the City Manager is hereby directed to have placed and
maintained the appropriate signs and /or curb markings giving notice of these parking
regulations.
SECTION 5. That Resolution 92 -831 is hereby rescinded.
SECTION 6. That Resolution 99 -1575 is hereby rescinded.
SECTION 7. The City Clerk shall certify to the adoption of the resolution and
shall cause a certified resolution to be filed in the book of original resolutions.

PARKING IN THE COMNUTER RAIL PARKING LOT ON
HIGH STREET
WHEREAS, Section 22519 of the California Vehicle Code provides
for the regulation of parking in any publicly -

parking regulations for the City -owned Commuter Rail parking lot at
310 High Street; and,

CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That, except as provided for in Section 2, the

1513, AND ESTABLISHING REVISED RESTRICTIVE
PARKING TO PERMIT OVERNIGHT PARKING AT THE
PARK AND RIDE METROLINK COMMUTER RAIL LOT EAST

WHEREAS, pursuant to Section 21113 and 22519 of the California
Vehicle Code, the City Council adopted Resolution No. 92 -888
prohibiting overnight parking in the Park and Ride Metrolink
Commuter Rail Parking Lot; and
WHEREAS, Section 22519 of the California Vehicle Code provides
for the regulation of parking in any publicly -owned off street
parking facility; and
WHEREAS, it is necessary and appropriate to establish certain
parking regulations for the city -owned Park and Ride Metrolink
Commuter Rail parking lot located south of the railroad tracks from
Moorpark Avenue to a point approximately 1,600 feet east of
Moorpark Avenue; and
