Lindley, Director of Parks, Recreation and Community Services DATE: March 3, 2006 (Meeting of March 15, 2006) SUBJECT: Consider Award of Contract to Do Right Concrete for Design and Construction for Installation of Playground Equipment at Virginia Colony Park SUMMARY The City Council is being asked to approve the conceptual design for a concrete walkway at Virginia Colony Park and to award a contract to Do Right Concrete, Inc. to construct the project. The walkway will provide wheelchair accessibility to the park's playground and swings. This is a design -build project; the City developed the conceptual design and construction specifications (see Attachment A) and the contractor is responsible for preparing construction plans for a 5 foot wide, four -inch thick reinforced concrete walkway in accordance with the Greenbook and in compliance with ADA accessibility standards. DISCUSSION On February 16, 2005, the City Council awarded a contract for the replacement of playground equipment at Virginia Colony Park. The total budget for the project was $60,000. At completion, the project cost was $47,635, leaving a project fund balance of $12,365. With the adoption of the FY 2005/06 budget, the Council approved carrying over the fund balance for the construction of a concrete walkway at Virginia Colony Park. 000028 The Honorable City Council March 15, 2006 Page 2 The City solicited bid proposals for the design and construction of the Virginia Colony Park walkway. A total of five proposals were received. Contractor Proposal Price Do Right Concrete, Inc. $11,399 HH Construction $13,060 Malibu Pacific Tennis Courts, Inc. $19,250 Mendez Concrete, Inc. $34,267 Thomsen Landscape $60,150 The apparent low bidder is Do Right Concrete. Do Right's price proposal is within the project's budget of $12,365. Staff has verified their contractor's license and references and Do Right Concrete has submitted the necessary insurance and bond forms. Therefore, staff recommends that the Council award a contract to Do Right Concrete, Inc. at a cost not to exceed $11,399. STAFF RECOMMENDATION Approve the conceptual design and construction specifications for the walkway at Virginia Colony Park and award a contract to Do Right Concrete, Inc. and authorize the City Manager to sign said contract on behalf of the City. CONCRETE PAVEMENT SHALL NOT BE CUT WITHOUT PRIOR APPROVAL FROM THE LOCAL AGENCY EXCEPT FOR EMERGENCY REPAIRS, 2. THE EXTENT OF REPAIR OF CONCRETE CUTS NOT SHOWN ON THIS STANDARD OR OF CUTS MADE WITHIN 900 mm (3') OF EXISTING PATCHES, CRACKS OR DETERIORATED SLABS SHALL BE DETERMINED BY THE LOCAL AGENCY. 3. ALL TRANSVERSE AND LONGITUDINAL JOINTS AND OUTER EDGES OF THE PAVEMENT WHICH ARE PART OF THE REPLACED CONCRETE SHALL BE EDGED WITH AN EDGING TOOL HAVING A RADIUS OF 5 mm (1/4 "). 4. REPLACED CONCRETE THAT JOINS A SAWED EDGE OF THE EXISTING PAVEMENT SHALL NOT BE EDGED. 5. REPLACED CONCRETE SHALL BE FINISHED TO THE SAME SURFACE TEXTURE AS THAT OF ADJACENT EXISTING CONCRETE. 6. ALL PAVEMENT REMOVALS SHALL BE MADE ON STRAIGHT LINE SAW CUTS A MINIMUM OF 40 mm (1 -1/2 ") DEEP. IF CUT LINE IS LESS THAN 900 mm (3') FROM A CUT LINE, EXPANSION JOINT OR EDGE, THE EXISTING PAVEMENT SHALL BE REMOVED TO THE CUT LINES, EXPANSION JOINT OR EDGE OR AS DIRECTED BY THE ENGINEER. 7. DURING EXCAVATION AND SUBGRADE PREPARATION, THE CONTRACTOR SHALL TAKE ALL NECESSARY STEPS TO INSURE THE PROTECTION OF ALL IMPROVEMENTS, WHETHER PUBLIC OR PRIVATE, INCLUDING UTILITIES AND THEIR SERVICES, FROM ANY DAMAGE THAT COULD OCCUR DUE TO CONTRACTOR'S OPERATION. 8. BACKFILL AND DENSIFICATION SHALL BE DONE IN CONFORMANCE WITH SUBSECTION 306 -1.3 OF THE STANDARD SPECIFICATIONS, EXCEPT AS FOLLOWS: A) TRENCH BACKFILL SHALL BE DENSIFIED TO A MINIMUM 90 PERCENT RELATIVE COMPACTION. B) WHEN PAVEMENT IS TO PI ACED DIRECTLY ON SUBGRADE MATERIAL, THE TOP 150 mm (6 ") OF SUBGRADE MATERIAL SHALL BE COMPACTED TO A RELATIVE COMPACTION OF 95 PERCENT. 9. SAND SLURRY BACKFILL, 60 -E -1 (100 -E -100), MAY BE REQUIRED 8Y THE AGENCY. 10. TEMPORARY REPLACEMENT SHALL BE PLACED AT THE CONTRACTOR'S EXPENSE, UNLESS OTHERWISE SPECIFIED BY THE ENGINEER. IT SHALL BE PLACED LEVEL WITH THE EXISTING PAVEMENT ON COMPACTED TRENCH BACKFILL AND SHALL BE A MINIMUM OF 50 mm (2 ") THICK. 11. DIMENSIONS SHOWN ON THIS PLAN FOR METRIC AND ENGLISH UNITS ARE NOT EXACTLY EOUAL VALUES. IF METRIC UNITS ARE USED, ALL VALUES USED FOR CONSTRUCTION SHALL BE METRIC VALUES.
