HomeMy WebLinkAboutAGENDA REPORT 2006 0405 CC REG ITEM 10FMOORPARK CITY COUNCIL ITEM 10• F• �r: n,r:1'ArtK, CALIFORNIA incil Meeting 7' - AGENDA REPORT TO: The Honorable City Council FROM: Mary Lindley, Parks, Recreation and Community Services C_') Director PREPARED BY: Peggy Rothschild, Active Adult Center Supervisor DATE: March 20, 2006 (CC Meeting of April 5, 2006) SUBJECT: Consider a Resolution Authorizing the Submittal of a Grant Application to Ventura County Area Agency on Aging (VCAAA) for Older Americans Act Title III -E One - Time -Only Contract Funds for the Lifeline to Safety Program and Authorizing City Manager to Sign All Related Agreements SUMMARY The City Council is being asked to adopt a resolution (Attachment A) approving and authorizing the submittal of a grant application to Ventura County Area Agency on Aging (VCAAA) for $6,505 in Older Americans Act Title III -E One - Time -Only Contract Funds for a proposed Lifeline to Safety Program. VCAAA has issued a Request for Proposals (RFP) to California public agencies and non - profit organizations to submit applications for programs which provide support for caregivers by providing safety programs to their loved ones. To be eligible, agencies must be able to spend the funds by the end of the fiscal year (June 30, 2006). At present, the City of Moorpark owns thirty -seven Lifeline devices, thirty -two of which are currently in use. To maintain an adequate supply of Lifeline devices and prevent implementation of a program waiting list, the Lifeline to Safety Program would provide for the purchase of six (6) additional Lifeline units, plus a disaster preparedness kit for each Lifeline Program participant. DISCUSSION The City of Moorpark Active Adult Center has participated in the Lifeline Program since July 1991, providing public information, intake, applications and devices to frail, low - income older adults. The City has partnered with Simi Valley Hospital to provide 000159 Honorable City Council April 5, 2006 Page 2 volunteers, equipment and support for at -risk elders. A subscriber activates the Lifeline device by pressing a button. When activated, the device places a call to the hospital's emergency room and a designated person responds to the call. By linking frail seniors to the Lifeline Program, residents and their caregivers achieve a greater sense of security, knowing that the senior can immediately call for assistance if they experience an emergency while continuing to live independently at home. Lifeline devices are loaned free of charge to frail seniors with medical disabilities who live alone or are alone for significant periods each day. As a second component of this proposal, one - person disaster preparedness kits will be purchased for distribution to Lifeline program participants. According to the Administration on Aging, the elderly population is particularly vulnerable to the effects of disasters. With adequate tools, older adults can better protect their well -being during a natural or manmade disaster. In the event of a disaster, people may be on their own and without services for up to 72 hours. Providing a three -day emergency supply of food and water, a blanket, radio and light stick in a portable carrying case can be a life saver for the senior and for the caregiver who will have peace of mind knowing their loved one has a disaster preparedness kit. The City received very little advance notice on the grant application process. Applications were due April 4, 2006. As a result, staff submitted an application for Title III -E funding prior to consideration by the City Council. VCAAA agreed to accept an adopted resolution by the City after the application due date. In the event the Council does not approve the proposed resolution, staff will withdraw the application. STAFF RECOMMENDATION Adopt Resolution No. 2006 -_ Attachment A: Draft Resolution 000200 Honorable City Council April 5, 2006 Page 3 RESOLUTION NO. 2006- ATTACHMENT A A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING A GRANT APPLICATION REQUESTING MONIES FROM VENTURA COUNTY AREA AGENCY ON AGING TITLE III -E OLDER AMERICANS ACT CONTRACT FUNDS FOR THE MOORPARK ACTIVE ADULT CENTER WHEREAS, the City Council is dedicated to the support of beneficial programs for older Americans in the City of Moorpark; and WHEREAS, the senior population continues to grow and the addition of six new Lifeline devices will have a very positive effect on the Moorpark arm of the Lifeline Program; and WHEREAS, funds to provide needed safety services to older adults and their caregivers at the Active Adult Center are available in the form of a grant through VCAAA. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council hereby approves and authorizes the grant application through VCAAA to secure Title III -E funds for the Lifeline to Safety Program which will purchase additional Lifeline devices and disaster preparedness kits. Further, the City Council hereby authorizes Steven Kueny, City Manager, to serve as signatory for the City Council on all matters related to the administration of this grant. SECTION 2. The City Clerk shall certify to the adoption of the resolution and shall cause a certified resolution to be filed in the book of original Resolutions. PASSED AND ADOPTED this 5th day of April 2006.
