SUBJECT: Consider the Purchase of a Police Motorcycle; and Adoption of a
Resolution Amending the Fiscal Year 05/06 Budget to Appropriate
$26,545.00 from the Equipment Replacement Fund for the Purchase
of a 2006 Harley — Davidson FLHTPI Electra Glide Police Motorcycle
SUMMARY
The purpose of this report is to request the replacement of one of the 2004 Harley —
Davidson FLHTPI Electra Glide Police Motorcycles that has reached the predicted
replacement mileage benchmark of 30,000 miles; to request that the 2004 Harley —
Davidson FLHTPI Electra Glide Police Motorcycle be retained as a spare motorcycle;
and to request an allocation from the Equipment Replacement Fund of $26,545.00 to
purchase a 2006 Harley — Davidson FLHTPI Electra Glide Police Motorcycle to replace
the 2004 model.
BACKGROUND
The Police Department has three motorcycle officers assigned to the traffic unit. For
traffic enforcement it is widely recognized that the motorcycle is the most versatile and
efficient mode of transportation in any city where there is a high volume of traffic
circulation. Currently the motorcycles used for traffic enforcement are-. Two Harley —
Davidson motorcycles, one BMW motorcycle and a spare Kawasaki motorcycle is
maintained to use when one of the three motorcycles used daily is in for any extended
maintenance.
The replacement mileage benchmark of one of the 2004 Harley — Davidson FLHTPI
Electra Glide Police Motorcycle has been reached. This motorcycle has been well
maintained by the officer riding the motorcycle and would be retained as a spare
motorcycle to be ridden by Senior Deputy Ed Tumbleson during special traffic
enforcement periods and as a spare motorcycle when any of the motorcycles are in for
extended maintenance. The 2004 Harley — Davidson FLHTPI Electra Glide Police
Motorcycle would not be traded in for the purchase of the new motorcycle. The
guaranteed replacement value of this Harley — Davidson is $11,000. The current spare
motorcycle is a 2001 Kawasaki KZ 1000 -P Police Motorcycle and would either be sold

to the Thousand Oaks Police Department as a training motorcycle, or auctioned by the
City of Moorpark as surplus property.
There are two other motorcycles currently utilized by law enforcement: the BMW and
the Honda. Both the BMW and the Honda can be purchased for approximately $22,000
from vendors located outside of the City of Moorpark and in the City of Thousand Oaks.
Servicing either the BMW or the Honda would also be done in the City of Thousand
Oaks. The State of California's Motor Vehicle Purchasing Contract will be changing
from the BMW to the Harley — Davidson motorcycle and the BMW would only be
available through local dealers at a higher price. The BMW is also discontinuing the
guaranteed replacement program.
The current BMW motorcycle now being utilized has some time left before it reaches its
recommended replacement mileage of 60,000, however, as the motorcycle ages it is
expected that maintenance costs will increase.
DISCUSSION
The high volume of traffic within the City of Moorpark places traffic safety and the
orderly flow of traffic within and through the City of Moorpark at a high priority for the
Police Department.
This request was not budgeted for in the FY 2005/2006 budget and it is now requested
that the purchase of a motorcycle be funded in order to purchase a 2006 Harley —
Davidson FLHTPI Electra Glide Police Motorcycle and move the 2004 Harley —
Davidson FLHTPI Electra Glide Police Motorcycle into a spare motorcycle replacing the
Kawasaki KZ 1000 -P Police Motorcycle. The remaining 2004 Harley — Davidson
motorcycle will also reach replacement mileage in Fiscal Year 2006 -2007 and is in the
proposed budget for the police department as a replacement. That motorcycle would
be traded in to reduce the purchase price of its replacement.
The initial cost of a motorcycle is about $26,545.00. There would be an additional
$3,563 in maintenance over the 3 -year, or 30,000 miles benchmark replacement
mileage. All maintenance is the responsibility of the City of Moorpark.

It has been our experience since 2003 that purchasing and servicing the law
enforcement motorcycle from the Harley — Davidson, located within the City of
Moorpark, has been advantageous by keeping the tax dollars within the City of
Moorpark and responsive servicing of the motorcycles when brought in for service --
generally, while the officer waits for the motorcycle. In the case of warrantee repairs the
turn around has been timely; however, by retaining a spare motorcycle, the officer is
never off of the street doing traffic enforcement.
STAFF RECOMMENDATION (ROLL CALL VOTE REQUIRED)
Approve the purchase of one 2006 Harley — Davidson FLHTPI Electra Glide Police
Motorcycle and law enforcement motorcycle and communications equipment at a total
cost of approximately $26,545.00, and adopt Resolution No. 2006- amending the
FY 2005/06 budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE FY 2005/06
BUDGET BY APPROPRIATING $26,545.00 FROM THE
EQUIPMENT REPLACEMENT FUND (4003 -5500) TO PUBLIC
SAFETY VEHICLES (4003- 9200 - 0000 -9505) FOR THE
PURCHASE OF A REPLACEMENT POLICE MOTORCYCLE
WHEREAS, on June 15, 2005, the City Council adopted the budget for Fiscal
Year 2005/06; and
WHEREAS, an oversight was made in the projected replacement benchmark of a
Harley - Davidson motorcycle that has now reached its replacement mileage and use,
and an allocation from the Equipment Replacement Fund is now required; and
WHEREAS, Exhibit "A" hereof describes said budget amendment and its
resultant impacts to the budget line item (s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment appropriating $26,545.00 from the
Equipment Replacement Fund to the line item for purchase of Public Safety vehicles as
more particularly described in Exhibit "A" attached hereto is hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
