10. ADJOURNMENT:
All writings and documents provided to the majority of the Library Board regarding all agenda items are
available for public inspection at the City Hall public counter located at 799 Moorpark Avenue during
regular business hours. The agenda packet for all Library Board meetings is available on the City's
website at www.moorparkca.00v.
Any member of the public may address the Board during the Public Comments portion of the Agenda,
unless it is a Discussion item. Speakers who wish to address the Board concerning a Discussion item
must do so during the Discussion portion of the Agenda for that item. Speaker cards must be received by
the Recording Secretary for Public Comment prior to the beginning of the Public Comments portion of the
meeting; and for a Discussion item,prior to the Chair's call for speaker cards for each Discussion agenda
item. A limitation of three minutes shall be imposed upon each Public Comment and Discussion item

SUBJECT: Consider the Moorpark City Library Quarterly Report for the Fourth
Quarter of Fiscal Year 2016 -2017 (April, May, June 2017)
DISCUSSION
Library Services
Library- In April, the Library was awarded the Virtual Reality Experience Project Grant
from the California State Library. We received for free a VR-enabled computer with pre-
loaded educational programs and an Oculus Rift head gear which arrived on June 15.
Library staff will receive training and access to a web portal that will include resources
for successful VR programming. Per the outlines of the grant, programming will be
limited to patrons ages 13 and up. The Library was closed on Friday, May 19 due to the
installation of new ADA compliant, sliding doors. Since reopening, many patrons have
complimented the new doors and how easy it is to enter the library with wheelchairs and
strollers. During the closure, staff completed inventory in the Adult Fiction and
Children's Biography collections. In May, the Library was awarded the Enki Library
Grant from the California State Library. This grant provides patrons with free access to
the Enki Library, a statewide eBook platform that gives patrons access to over 60,000 i
titles in a shared collection, for one year. Patrons will have access to this resource
beginning July 1. The Teen Advisory Group (TAG) planned and implemented their first
ever program, a Star Wars day event on May 4 with crafts, light saber battles, and even
a Darth Vader cosplayer. The event drew in 80 participants, making it one of our most
successful, non-summer reading programs! They also helped transform the Library for
our Summer Reading Club through decorations and brought attention to their favorite
books with Shelf Talkers. Also in May, the Library was deep cleaned with a focus on the
restrooms. The difference was noticeable and much appreciated by library patrons and
staff. On Thursday, June 8 around 1:30pm, Staff reported the outside drop boxes were
askew. Upon further investigation, it was determined that the boxes were damaged
beyond repair and could no longer be used due to the doors no longer locking. The
boxes have been roped off and staff have placed signage over the deposit slots
directing patrons to return items inside. This year for the Summer Reading Club, the
Library is offering an online option for participants to log and track their reading in

addition to the paper log. 'With the online feature, families can create one account to
which they can add multiple readers and programs. Through the online program,
participants can earn badges, enter secret codes, and win tickets for weekly drawings.
To further promote Library programs and services, the Adult Summer Reading
Challenge is a BINGO card and each square represents a program, e-resource, or
collection within the Library for adults to try.
Moorpark Friends of the Library (MFOTL): The Board met on May 16 at 4pm. The
minutes of the last meeting of the Friends Board were approved. Agenda items also
included the Treasurer's report, committee report, LA Times Book Fair Trip and
membership appreciation event wrap up, and a discussion on the Serving with a
Purpose Conference. The date for the annual comedy night fundraiser is set for
September 24 at the High Street Arts Center. The Friends book sale took place June
24-30 on the Library Porch.

Moorpark, California May 9, 2017
A Regular Meeting of the Library Board of the City of Moorpark was held on May 9,
2017, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark,
California.
1. CALL TO ORDER:
President McGregor called the meeting to order at 6:04 p.m.
2. PLEDGE OF ALLEGIANCE:
Board Member Sunseri led the Pledge of Allegiance.
3. ROLL CALL:
Present: Board Members Linda Goble, Candice Sunseri, and President
Heather McGregor. Board Members David Landry and Jose
Rios were absent.
Staff Present: Parks and Recreation Director Jeremy Laurentowski; Program
Manager Jessica Sandifer; City Librarian Christine Conwell,
Library Systems & Services, LLC (LS&S); and Administrative
Assistant Patty Anderson.

Board Member Goble announced that she attended the conference "Serving with
a Purpose" at the Victoria Gardens Cultural Center in Rancho Cucamonga.
Librarian Conwell also attended.

Board Member Sunseri announced that she attended the Young Adult Literature
Festival at the Santa Monica High School in April.
President McGregor thanked the Friends of the Library for the dessert social they
hosted for Library volunteers.
Jeremy Laurentowski introduced Jessica Sandifer to the Board, who will be
assuming the position of the City's Library Board staff representative.
8. PRESENTATIONS/ACTION/DISCUSSION:
A. Review of Library Board's Advisory Role. Staff Recommendation:
Receive and file report. (Staff: Jeremy.Laurentowski)
Jeremy Laurentowski gave a brief overview of the Library Board's duties
and responsibilities, which included providing input on Library programs
and events.
The Board and staff discussed what additional duties would be acceptable
for the Board, such as fundraising. Staff suggested that Board members
could volunteer and assist the Moorpark Friends of the Library with their
fundraising activities.
Board Member Sunseri requested that a member of the Moorpark Friends
of the Library attend the next Board meeting to present their bimonthly
report.
MOTION: Board Member Goble moved and Board Member Sunseri seconded a
motion to receive and file the report. The motion was carried by voice vote 3-0.
B. Consider the Moorpark City Library Quarterly Report for the Third Quarter
of Fiscal Year 2016-17 (January, February, and March 2017). Staff
Recommendation: Receive and file report. (Staff: Christine Conwell)
Christine Conwell gave staffs report.
The Board and staff discussed program and event attendance, initiating
new senior activities and programs, ways to improve the Summer Reading
Program, and creating and posting patron and Library staff book reviews
throughout the Library.
MOTION: Board Member Sunseri moved and Board Member Goble seconded a
motion to receive and file the report. The motion carried by voice vote 3-0.

9. CONSENT CALENDAR:
A. Approval of Minutes from Library Board's Regular Meeting of April 11,
2017. Staff Recommendation: Approve the minutes as presented.

minutes as presented.
MOTION: Board Member Sunseri moved and Board Member Goble seconded a
motion to approve the Consent Calendar as presented. The motion carried by
voice vote 3-0.

9 Moorpark Friends of the Library Board update:
o Recent bimonthly board meetings were held on March 21 and May 16,from 4 to 6 PM in the Library.
o Next bimonthly board meeting is scheduled for Tuesday,July 18, from 4 to 6 PM in the Library.
> Outreach
o VolunteerMatch.org continues to attract potential volunteers,at a slower rate,currently interviewing with three
candidates:one teen and two adults.
o Our monthly articles for the MWFC newsletter continue as a standard feature,promoting our activities,
membership in the Friends,and mutual interests.
o Clipboards for volunteer signups for service to the Library and MFOTL will be maintained at monthly
meetings of the Moorpark Women's Fortnightly Club as a part of their Helping Hands program.
o We are receiving regular book donations at the MWFC monthly meetings.
o We continue to fill the gap between Newsletters with eblasts promoting Library and Friends' events,as
well as regular input to the NextDoor website. Thanks to Emily Appleton,links to MFOTL events and
the Newsletter are on the Library website. We now have a candidate for setting up our own website,who
would train one or more of our board members to maintain it.
o Mike Fenerin has pursued a dynamic outreach to MFOTL members,Moorpark organizations,
newspapers,and related media to keep our name and projects"in the news." He has been assisted by
others on the board,particularly Neha Patel,reaching beyond our Moorpark community for the same
purposes.
o Two members of our board,along with two members of the Library Board,our Library Director, and
representatives from Library Systems and Sciences, attended the day-long Serving With a Purpose
Conference on May 4. This conference has been a rich source of ideas and networking for the purpose of
building support for libraries. This year's theme was"Friendraising and Fundraising."
o As a result of the enthusiasm generated among the group,the board held a special meeting on Thursday,
June 20,to implement steps toward(1)increasing the number of Friends,and the level of their
involvement in activities such as the book store,book sales,and special events;and(2)fundraising.
Three possibilities for the latter were identified:

✓ Campaign to fulfill the Library Wish List for specific needs,such as furniture,rug, decor,
upgrade,etc.
✓ Used Purse Sale
✓ Arrangement for percentage of sales at Studio Movie Grill for special showings.
➢ Finances remain in good shape with over$50,000 in checking and savings. We continue to transfer funds into our
Vanguard Balanced Index Fund on a quarterly basis, in the amount of$2500,until our commitment of$10,000 is
attained.
➢ Our seasonal book sales continue with a steady rate of income. Our book store committee meets regularly to
implement procedures to keep the book store and our book sales attractive and buyer-oriented. Special book sales
in March,April, and June have netted over$1100.
➢ Procedural Improvements
Our updated Articles of Association have been approved by the Members. Still to be finalized are the Standing
Rules,our Roster of Board Members and City Liaisons,and the yearly MFOTL timeline for required actions.
Meeting efficiency and purpose have been addressed to streamline reports and emphasize action items.
➢ Grant Awards
Unfortunately,the grant request to Union Bank was not successful.
• MFOTL priorities for 2017:
o Build endowment and provide continuing level of donations for the library
o Continue to strengthen volunteer base,with emphasis on finding an experienced grant writer.
o Improve book store sales,book sales,on-line sales,membership revenues,donations
o Continue a strong community and school outreach.
These efforts will become increasingly important as the new library begins to take shape in concept and
construction.
