Services Center; and Resolution Amending Capital Improvement
Project No. C0015 Title from Train Station Public Art to Police
Services Center Public Art and Updating Description to Art Project at
the Police Services Center, and Amending the Adopted Budget for
Fiscal Year 2017/18 by Appropriating $17,500 from the Art in Public
Places Fund (2007)
BACKGROUND
In May of 2005 the City Council adopted City Ordinance 321 to require certain
development projects to provide public art. Ordinance 321 also created an Art In Public
Places Fund where fees paid by developers for public art are deposited, maintained,
and used solely for the City's Art in Public Places Program.
In February of 2013, the Moorpark Arts Commission directed staff to begin the process
for selection of artists to develop artwork at various City facilities, with possible
emphasis on the Metrolink Rail Station. After careful consideration, in August of 2014,
the Arts Commission elected to defer further work on a potential Metrolink Station art
project, and instead develop a project at the Moorpark Police Services Center. Despite
the change of location, the project retained the original Capital Improvement Project
(CIP) number. In the adopted budget for Fiscal Year (FY) 17/18 it is identified as
Project No. C0015 and titled Train Station Public Art. Staff recommends changing this
title to Police Services Center Public Art, as further described in this report.
In March of 2015 the City issued a Request for Qualifications (RFQ) for an artist to
design an art piece to be located at the Moorpark Police Services Center (PSC). At the
conclusion of the review process the concept presented by sculptor Heath Satow titled
"The Thin Blue Line" was selected by the Arts Commission for recommendation to the
City Council. On November 4, 2015 the City Council approved the selection of Heath
Satow as the artist for the PSC art project and approved an Agreement with Mr. Satow
in the amount of$145,000.

On April 26, 2017 Heath Satow presented the final design proposal for "The Thin Blue
Line" to the Arts Commission Ad Hoc Committee (Commissioners Rose Hoberg and
Randall Pugh) and City Staff. An update on the project was presented to the City
Council on May 24, 2017. On June 13, 2017 the Arts Commission unanimously moved
to recommend the final design for the PSC art project to the City Council.
DISCUSSION
As discussed in the May 24th staff report, Mr. Satow's original proposal for the PSC art
project centered on a concept within the law enforcement community known as the
"Thin Blue Line". The Thin Blue Line has been used to commemorate fallen law
enforcement officers, but also represents the relationship of law enforcement in the
community as the protectors of civilians from criminal elements. Mr. Satow proposed an
abstract figure of a police officer made from mirror polished stainless steel set on a
pedestal located in the front entry plaza. The shape was deliberately gender neutral to
inclusively represent all officers. The abstract figure would be split down the middle,
and consist of two stainless steel pieces set close together. At night, the artwork would
be illuminated through the middle with a blue lighting effect creating a "thin blue line"
through the piece. At night all that would be seen of the piece is the blue line.
Conceptual drawings from the original proposal are included in Attachment 1.
The final design is a refined version of the original proposal. As seen in Attachment 2,
angles and curves have been defined. Variations from the original proposal include
widening the space between the two halves of the sculpture to two inches to improve
reflection of the central lighting, and an adjustment to the orientation of the sculpture on
the base to align with the pathway and provide better visibility from the sidewalk on
Spring Road.
The "thin blue line" lighting effect will be created by painting the center-facing sides of
each half of the piece with high intensity blue paint and illuminating them from the
center of the base with high powered white LED lighting. To ensure that this approach
will deliver the desired effect, the engineering firm Buro Happold, recipient of multiple
awards for lighting design, has been enlisted by the artist to engineer the sculpture and
design the lighting.
Four bronze plaques will be mounted on the base of the sculpture, one on each side,
with content to be determined. Possible content includes; a definition of the "Thin Blue
Line", a description of the artist's vision for the piece, a quote of significant meaning to
the police station staff, and/or quotes taken from a survey distributed to the officers.
This survey was a key component of a planned social media campaign that will coincide
with the installation of the sculpture. The survey collected anonymous real-life stories
and opinions from officers which will be paired with photos representing the story and
shared with the Moorpark community through linkedlnstagram and Facebook accounts
specifically set up to support the Thin Blue Line project. The intent of this social media

campaign is to support the installation of the art and allow citizens to connect with the
human side of the police department. Once the accounts have been populated, and the
sculpture installed, the social media accounts will be handed over to the City of
Moorpark to maintain.
Following concept approval by the City Council, Mr. Satow will commence with ordering
materials and engineering the sculpture. The current schedule would have fabrication
conducted at his Los Angeles studio in the summer/fall and installation at the PSC in the
winter of 2017/18.
Some minor improvements to the site will be required prior to installation, including the
removal of several trees to accommodate the sculpture and enhance visibility from the
sidewalk, and the addition of an electrical connection at the installation site.
Additionally, staff proposes replacement of the purple leaf plum trees (Prunus cerasifera
`atropurpurea'), which have failed to thrive at that location and are infested with boring
beetles, with western redbuds (Cercis occidentalis), or other small patio-sized tree.
FISCAL IMPACT
The FY 17/18 adopted budget includes $149,914 from the Art In Public Places Fund
(2007) for C0015. Of this appropriation, $145,000 has been committed to the
Agreement with Heath Satow. Site improvements for the electrical connection and tree
removal and replacement are estimated to cost $17,500. A budget amendment of
$17,500 from the Art in Public Places Fund (2007) is requested to pay for the site
improvements associated with this project.
Additionally, staff is requesting that the title of CIP Project No. C0015 be changed to
Police Services Center Public Art, and the project description updated to read "Art
project at the Police Services Center", to accurately reflect the project location. Work on
the development of a public art project at the Metrolink Station is expected to resume in
FY 17/18. At that time, Staff will return to Council to request a new CIP number and
appropriation of funds for the project.
STAFF RECOMMENDATION (Roll Call Vote)
1. Approve the artist's final design as presented for the Public Art at the Police
Services Center (Project No. C0015).
2. Adopt Resolution No. 2017- , amending Capital Improvement Project No.
C0015 Title from Train Station Public Art to Police Services Center Public Art and
updating Description to Art Project at the Police Services Center, and amending
the FY 17/18 budget by appropriating $17,500 from the Art in Public Places Fund
(2007) for site improvement costs.

A RESOLUTION OF CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, CHANGING THE TITLE OF
CAPITAL IMPROVEMENT PROJECT NUMBER C0015 FROM
TRAIN STATION PUBLIC ART TO POLICE SERVICES CENTER
PUBLIC ART AND UPDATING DESCRIPTION TO ART
PROJECT AT THE POLICE SERVICES CENTER, AND
AMENDING THE FISCAL YEAR 2017/18 BUDGET BY
APPROPRIATING $17,500 FROM THE ART IN PUBLIC PLACES
FUND (2007) TO FUND SITE IMPROVEMENTS
WHEREAS, on June 21, 2017 the City of Moorpark adopted the Operating and
Capital Improvement Projects budget for Fiscal Year (FY) 2017/18, which includes
Capital Improvement Project Number C0015 Titled Train Station Public Art (C0015) and
Described as Art project at the Moorpark train station (previously named High Street Art
in Public Places), with an appropriation of $149,914 from the Art In Public Places Fund
(2007); and
WHEREAS, a staff report has been presented to the City Council requesting that
the Title of C0015 be changed from Train Station Public Art to Police Services Center
Public Art and the Description updated to read "Art project at the Police Services
Center"; and
WHEREAS, an additional $17,500 is required to finance site improvements for
C0015 and a budget amendment of $17,500 from the Art In Public Places Fund (2007)
is requested; and
WHEREAS, Exhibit "A", attached hereto and made a part hereof, describes said
budget amendment and the resultant impact to the budget line items.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The Title of C0015 is hereby changed to Police Services Center
Public Art, and the Project Description of C0015 is hereby changed to "Art project at the
Police Services Center".
SECTION 2. A budget amendment in the amount of $17,500 from the Art In
Public Places Fund (2007) as more particularly described in Exhibit "A", attached
hereto, is hereby approved.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and _
shall cause a certified resolution to be filed in the book of original resolutions.
