BACKGROUND AND DISCUSSION
On March 1, 2006, the City Council reviewed the attached staff report on Mission
Statement, Priorities, Goals and Objectives for Fiscal Year 2006/2007; provided
recommendations and edits to the document as indicated in the attached excerpt from
approved City Council action minutes for that meeting; and directed staff to incorporate
recommendations and edits in legislative format for presentation at a future meeting to be
scheduled along with 2006/2007 budget consideration.
At this same meeting, Council directed staff to schedule a joint meeting with the Planning
Commission on April 26 to obtain feedback on the Mission Statement, Priorities, Goals
and Objectives for Fiscal Year 2006/2007.

SUBJECT: Consider Status Report on Mission Statement, Priorities, Goals and
Objectives for Fiscal Year 2005/2006 and Direction for Fiscal Year
2006/2007
Attached are the City Council's approved Mission Statement, Priorities, Goals and
Objectives for FY 2005/2006. In approving this document, the Council included a list of
top ten (10) priorities, which consists of thirty -five (35) of the one hundred ten (110)
identified objectives. Also attached is a list of the objectives by department.
As in past years, it is generally acknowledged that with current staff levels, there are
many more objectives listed than can be reasonably expected to be accomplished in
the year. In fact, many of the objectives will take several years to fully complete. A
written status report on the various priorities and objectives is not included as part of
this report. The City Council Monthly Report provides a status on most of these items
as well as other staff work efforts. Staff will respond to specific Council questions when
this matter is considered.
Since 2001, the ,Council has reviewed the objectives prior to preparation of the budget
with the purpose of having more correlation between the Council approved objectives
and City Manager proposed budget.
It has been our practice to maintain a secondary list of objectives. In prior years,
several items have been elevated from this list to approved objectives by the Council.
In July 2005, the Council approved a list of 35 items to remain on a list of Potential
Objectives. The list of Potential Objectives is attached to this report. For convenience,
eight (8) additional Potential Objectives beginning with No. 36 are added to that list for
Council consideration.

surrounding business district and residential neighborhoods, which
includes consideration of public rail transit, potential for increased

consideration related to the improvement of the intersection at Collins and
Campus Park Drives.
Councilmember Millhouse requested the addition of an objective related to
the City's support of the study and improvement of the Santa Paula
Branch Line, which connects Santa Clarita to Ventura and can be
connected to the Port of Hueneme. He indicated this would be a huge
benefit to Moorpark Citizens as it will mitigate road traffic of goods and
people onto the rails.
Councilmember Mikos suggested adding Councilmember Millhouse's
objective to be broader to reference all rail lines.
In response to Mayor Hunter, Ms. Traffenstedt stated there were no
speakers.
CONSENSUS: It was the consensus of the Council to incorporate City Manager
recommendations for submittal in legislative format along with the 2006/2007
draft budget in June 2006 to include the additional recommended potential
objectives.
10. CONSENT CALENDAR:
MOTION: Councilmember Harper moved and Councilmember Parvin seconded a
motion to approve the Consent Calendar with the exception of Items 10.G. and 10.1-1,
which were pulled for individual consideration. The motion carried by unanimous roll
call vote.
