SUBJECT: Consider Adoption of a Resolution Naming the Park in Specific
Plan No. 2 (Tract 5045)
DISCUSSION
On November 7, 2005, and April 2, 2006, the Parks and Recreation Commission
considered a name for the park in the Moorpark Highlands development project.
Pardee Homes, the developer for Tract 5045, is required to construct a 7 acre
public park within its project area. The development site is situated off the
extension of Spring Road, north of Charles Street. This residential development
project is called "Moorpark Highlands ". The park is located on a street called "Elk
Run Loop" and is adjacent to a future school site.
The City's approved Park Naming Policy, last revised by the City Council on May
7, 2003, states that the Parks and Recreation Commission is to make a
recommendation to the City Council on names for all new parks (Attachment B).
The final park naming authority rests with the City Council. Most often, the City
has used the geographic location (street or development name) of the park as its
name (Mountain Meadows, Campus, Villa Campesina, Country Trail, Tierra
Rejada, College View, Poindexter, etc.) and in one recent case, a City park was
named for prominent residents (Miller Park).
Due to the recent discoveries of the mammoth fossils found in the William Lyons
and the Pardee development projects, the Commission felt that the park name
could recognize the two finds. The name the Commission initially selected for
Council consideration was "Mammoth Highlands Park ". In addition to the
Mammoth Highland Park, the Commission also considered the following names:
Highlands Park, Vista Highland Park, Mammoth Park, Elk Run Park, Vista Park,
Highland Grove Park, and Eaton Hollow Park.

The Commission reconsidered its initial recommendation because of concerns
that the Council and staff would not find it desirable and that the use of
"mammoth" would not be in keeping with generally accepted park names. At its
meeting on April 2, 2006, the Commission selected the name "Vista Highland"
Park. Staff intends to work with the developer, Pardee Homes, to recognize the
two mammoth finds by incorporating some attractive design features into the
construction of the park (a stamped fossil design in the concrete walkway,
mammoth skeleton play apparatus, bass plaque and sculpture for example).
STAFF RECOMMENDATION
Adopt Resolution No. 2006-_, naming the park in Tract 5045 Vista Highland
Park.

RESOLUTION NO. 2006-
ATTACHMENT A
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, NAMING THE PARK IN
TRACT NO. 5045, VISTA HIGHLAND PARK.
WHEREAS, on August 10, 1994, the City Council adopted the Park
Naming Policy; and
WHEREAS, on May 7, 2003, the City Council approved the revised Park
Naming Policy; and
WHEREAS, on April 19, 2006, the City Council considered naming the
park in Tract No. 5045.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF
MOORPARK DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the public park to be constructed in Development Tract
5045 shall be named Vista Highland Park.
SECTION 2. In accordance with Government Code Section 34092, the
City Clerk is hereby directed to forward a copy of this resolution to the Ventura
County Board of Supervisors.
SECTION 3. The City Clerk shall certify to the adoption of this resolution
and shall cause a certified resolution to be filed in the book of original resolutions.

PARK NAMING POLICY REVISIONS
1. The City Council will direct the Parks and Recreation
Commission to make recommendations on names for all
new park projects during or before park construction.
2. City parks may be named in a manner which identifies
the geographic location of each park. The name of a
street, or the street upon which the park is located,
may be part of the park name. In special
circumstances, parks may be named for individuals
under the following conditions: for a local resident
who has made significant contributions that enhance
and improve the quality of life in Moorpark, or a
prominent state or national figure who has had a
positive impact on the lives of Moorpark residents.
Park names may be designated to recognize a national
or historical event.
3. The City Council will consider the Parks and
Recreation Commission's recommendations and will adopt
the chosen park name by resolution.
