Lail, City Engineer / Public Works Director qQqp�__ BY: Ken Gilbert, Public Works Consultant DATE: April 27, 2006 (Council Meeting 05- 03 -06) SUBJECT: Consider Approval of the Seven -Year Capital Improvement Program (CIP) for Streets and Roads for FY 2005/06 — FY 2011/12 OVERVIEW In March of 2005, the City Council approved the City's first Capital Improvement Program (CIP) for Streets and Roads. Each year staff will be revising and updating the CIP to delete completed projects, add new projects and otherwise revise and update the descriptions, cost estimates and funding sources set forth in the document. This presents for approval, the first update of that program, for the period beginning with FY 2005/06 and ending with FY 2011/12. DISCUSSION A. Final Draft Document A copy of the final draft of the subject CIP has been distributed to the City Council under separate cover. B. Chances from Last Year Completed Projects: Some of the projects listed in last year's CIP have been completed and, removed from the subject program and added to Appendix I: List of Completed Projects. The projects added to that list are the 2004 and 2005 projects listed on pages 12 and 13 of that Appendix. 2. General Description / Purpose The subject CIP sets forth a list of planned municipal improvement projects for City streets and related improvements. Proposed improvements for parks, buildings and facilities are not included. Also, costs for general public works maintenance programs (i.e. street marking, striping, regulatory signs, tree trimming, etc.) are not included in this program as this type of Public Works Operations and Maintenance expense is set forth in the annual Departmental Operating Budget. The purpose and focus of the City's CIP is to provide the City Council with a tool for planning and programming major public works capital improvement projects over the next several years. D. Seven -Year Program / Congestion Management Program The subject CIP provides for the planning and programming of projects over a seven -year period. In this way the CIP has been made compatible with the Ventura County Transportation Commission's (VCTC) Congestion Management Program (CMP). The CMP requires a seven -year projection of projects which might enhance the traffic capacity on any street on the CMP Roadway Network. A map of the CMP network and a chart listing the projects on that network, are set forth in Section D of the CIP. E. Priorities and Planning The funding year shown for each project listed in the CIP is an indication of its relative priority. Should the City Council wish to revise or amend the project priorities, as reflected by the funding year recommendations set forth in the subject draft document, it may approve the document subsequent to directing that specific changes be made to funding year(s) for those projects of concern. If such action is taken, the City Council minute action will be attached to the CIP as an addendum. Fiscal Year 05/06 The first year of the subject CIP is FY 2005/06. The funding amounts and sources cited in the CIP for FY 2005/06 are consistent with the adopted FY 2005/06 Budget, revised to reflect actual FY 2004/05 carryover appropriations. GASB -34 City staff monitors and maintains an Infrastructure Valuation Program consistent with the requirements of the Government Accounting Standards Board Statement No. 34 (GASB -34). The initial analysis which established the valuation of the City's infrastructure, inventoried, quantified, categorized and valued (replacement cost estimate) all of the City's capital assets. The current updated valuation amount for the City's infrastructure assets, is over $222 million, with "street- related" improvements valued at over $67 million. That program also found that the annual depreciation rate for the City's existing "street- related" infrastructure is over $1 million. Implied in that finding is a need to spend $1 million per year on the City's existing street systems, just to keep them "maintained" at their current condition or value. A summary of the projects listed in the draft CIP, which prolong the life cycle of the existing infrastructure, is listed as follows: Project Description 102 AC Overlays 201 Sidewalk Repair Total ? -Yr. Planning Commission Review Section 65401 of the Government Code of the State of California requires the Planning Commission to review the City's Capital Improvement Program each year for the purpose of reporting to the City Council on the conformity of said document with the City's General Plan. On January 24, 2006, the subject draft CIP was presented to the Moorpark Planning Commission. The Commission adopted a Resolution finding the draft CIP to be in conformance with the Moorpark General Plan, with the following exception: 'The Circulation Element of the Moorpark General Plan designates Moorpark Avenue to be a two lane local collector. '�, 5 FY2005/06 — FY2011 /12 Capital Improvement Program May 3, 2006 Page 4 Moorpark Avenue Widening calls for the widening of Moorpark Avenue to more than two (2) lanes. Said project is, therefore, inconsistent with the provisions of the Circulation Element of the Moorpark General Plan." It should be noted that staff is working on a project to update and revise the City's Circulation Element. The changes anticipated include a different designation for Moorpark Avenue which will allow for more than two (2) lanes of traffic. 1. Annual Review: Transportation and Streets Committee On March 6, 2006, the Transportation and Streets Committee (Councilmembers Harper and Millhouse) reviewed and discussed the subject draft CIP. The Committee made only one comment about the document. The Committee noted that, in light of the recent rejection of the North Park development, the City Council may want to consider one or more projects to make improvements at and near the intersection of Campus Park Drive and Collins Drive. The staff recommendation is to adopt the CIP as is. That action presumes that, if in the near future the City Council directs staff to proceed with the development of other projects, then such would be added to the CIP at the next update. The traffic signal modification at Collins Drive /Campus Park Drive is included in the list of projects to be considered in the next CIP update, set forth in Section J of this report. The FY 2006/07 update is scheduled for November of 2006, subsequent to determination of the FY 2006/07 carryover budget amounts. J. Future Projects Some of the projects to be considered to be added in the next update include the following: • Collins Drive / Campus Park Drive Traff ic Signal Modifications • Wicks Road AC Overlay. K. Moorpark Redevelopment Agency Projects identified in the CIP include projects proposed to be funded by the Moorpark Redevelopment Agency (MRA). Approval of those projects and necessary funding appropriations will be submitted to the MRA as needed. L. Program Content In addition to known projects planned to be constructed by either the City, the MRA or private developers, a number of projects have been included in the CIP in PW!VKL 06027!RPT ;04,27,06 000106 FY2005/06 — FY2011/12 Capital Improvement Program May 3, 2006 Page 5 order to fully address the needs described in certain infrastructure planning documents, noted as follows: 1. Circulation Element. All of the "future" arterial and collector streets identified in the Circulation Element of the Moorpark General Plan, have been included in the program; 2. Master Drainage Study. All of the "future" drains identified in the 1995 Master Drainage Study, have also been included in the program. M. Program Format The projects listed in the CIP are organized into five categories listed as follows: • Streets (including underground utility projects); • Trails and Walkways; • Traffic Signals; • Medians and Parkways; and • Storm Drains. In the introduction there is a total program cost summary broken down into these 5 categories of projects. N. The information provided on each Project Description page includes estimated project costs, recommended funding year and recommended funding sources. It should be noted that there has been no detailed preliminary engineering performed for most of the projects listed. The cost estimates are, therefore, very preliminary in nature and will be subject to change as the full scope and requirements of each project are developed. Program Expenditure Summary Section C of the CIP sets forth a table listing all projects in the CIP along with total estimated project costs for each fiscal year of the program. Q. Past Projects In order to document past projects, Appendix `I' of the CIP lists all known major capital improvement projects (for Streets and Roads) constructed since the City's incorporation in 1983. R. Funding Sources: Definitions Attached as Appendix 'll' is a listing of the major funding sources for the program, along with a description for each. S. Conclusion The subject CIP is designed to serve many purposes. • It is a budget planning document. • It is a funding source reference. • It is a plan for the future improvement of the City. • It is a list of infrastructure needs. • It sets forth the scope and estimated cost of specific projects. • It is a tool for prioritizing and scheduling capital improvement projects. • It provides a list of projects already completed. • It documents compliance with requirements of the Congestion Management Program. • But most of all, it is a "hands -on" working reference document to identify, define and describe future planned capital improvement projects. Introduction This is the first update of the Seven Year Capital Improvement Program [CIP] for Streets and Roads for both the City of Moorpark and the Moorpark Redevelopment Agency (MRA), adopted last year. This revised program is for the period covering FY 05/06 through FY 11/12. The primary purpose of this CIP is to provide the City Council with a framework for identifying, planning and prioritizing needed municipal capital improvements for streets and roads. The year each project is recommended to be funded, is an indication of the priority given to each project. The figures cited in the FY 05/06 column, should be equal to the appropriations approved in the FY 2005/06 Budget for capital improvement projects for streets and roads (8000 series). Projects have been organized into the five (5) Sections noted below. The projects identified in this program include both City funded projects as well as major projects which are likely to be constructed by land developers. The projects listed in Section 100 include future streets which are identified in the Circulation Element of the Moorpark General Plan. The projects listed in Section 500 include future needed storm drains identified in the Moorpark Master Drainage Study. Also included in Section 500 this year are certain projects of importance to the City which are planned to be constructed by the Ventura County Watershed Protection District. Project Descriptions Individual project descriptions are set forth in this section. Each project description includes a location map, a project cost estimate, an implementation schedule, and recommended funding sources. The reader is advised that there has been no preliminary engineering performed for most of the projects programmed in future years. Accordingly, the cost estimates provided for those projects are very rough in nature and should not be relied upon to predict actual costs. These "rough" estimates were included in the project descriptions in order to more accurately depict the estimated total program costs. Program objectives are to apply slurry seal to all such streets on a six (6) year cycle. The scope of work often includes the removal and replacement of pavement in poor condition, and the application of crack filler where needed. The scope of work often includes the removal and replacement of identified areas, the application of crack filler where required and the use of pavement fabric to improve structural integrity and inhibit the reoccurrence of existing cracks. Congestion Management Program The purpose of the Ventura County Transportation Commission's (VCTC) Congestion Management Program (CMP) is to monitor certain street segments and /or intersections on the CMP Road Network (see Map), to confirm that the Level of Service (LOS) [a measurement of the level of congestion] on those segments, or at those intersections, does not deteriorate below certain stipulated levels. Increased traffic generated by development is one of the major causes of increased traffic congestion and, therefore, the deterioration of the LOS. The CMP requires each Agency to identify projects designed to increase capacity and/or otherwise improve the efficient and effective movement of traffic. Cip2005 funds Remarks With rare exception, capital improvement projects have not been funded by the General Fund. It should be noted that State law requires the City to maintain an established level of effort of General Fund expenditures for streets [called a Maintenance of Effort (MOE)], in order to continue to receive State AB2928 Congestion Relief monies [see Fund 2610]. Although currently suspended, the current annual MOE amount is $510,432. Revenue to this Fund is only about $125,000 per year. In recent years this fund has been used primarily to fund the Crossing Guard program. There are no project proposed to be funded by this source. In the past these funds have been used to fund such things as the acquisition of low emission vehicles. The projected FY 04/05 year -end Fund Balance is $3.8 million.
