TO: The Honorable City Council FROM: Mary Lindley, Parks, Recreation and Community Services Director PREPARED BY: Peggy Rothschild, Active Adult Center Supervisor DATE: April 24, 2006 (CC Meeting of May 3, 2006) SUBJECT: Consider Resolution Amending the FY 05/06 Budget by Appropriating General Funds for the Lifeline to Safety Program (Older Americans Act Title III -E Lifeline to Safety Program Contract Grant) SUMMARY The City has been awarded $6,505.00 in one - time -only Older Americans Act Title III -E One - Time -Only Contract Grant Funds from the Ventura County Area Agency on Aging ( VCAAA). The City Council is being asked to adopt a resolution (Attachment A), amending the FY 05/06 budget to formally appropriate an additional $6,505.00 in funds. The funds are to be used to fund the Lifeline to Safety Program for the older adults through the Moorpark Active Adult Center. DISCUSSION At the April 5, 2006 City Council meeting, the Council authorized the City to apply for OAA grant from VCAAA in response to their request for proposal for programs which support for caregivers by providing safety programs to their loved ones. On April 12, 2006, the VCAAA voted to grant the City of Moorpark a one - time -only award of $6,505.00 for the Lifeline to Safety Program. Funds will be used to purchase six (6) additional Lifeline units and nine (9) replacement pendants /alarm buttons, plus forty - three (48) disaster preparedness kits for distribution to Lifeline Program participants. The City of Moorpark Active Adult Center has participated in the Lifeline Program since July 1991, providing public information, intake, applications and devices to frail, low - income older adults. The City has partnered with Simi Valley Hospital to provide 000114'7 Honorable City Council March 15, 2006 Page 2 volunteers, equipment and support for at -risk elders. A subscriber activates the Lifeline device by pressing a button. When activated, the device places a call to the hospital's emergency room and a designated person responds to the call. By linking frail seniors to the Lifeline Program, residents and their caregivers achieve a greater sense of security, knowing that the senior can immediately call for assistance if they experience an emergency while continuing to live independently at home. Lifeline devices are loaned free of charge to frail seniors with medical disabilities who live alone or are alone for significant periods each day. The second component of the Lifeline to Safety Program is to provide one - person disaster preparedness kits to Lifeline program participants. According to the Administration on Aging, the elderly population is particularly vulnerable to the effects of disasters. In the event of a disaster, people may be on their own and without services for up to 72 hours. Providing a three -day emergency supply of food and water, a blanket, radio and light stick in a portable carrying case can be a life saver for the senior and for the caregiver who will have peace of mind knowing their loved one has a disaster preparedness kit. STAFF RECOMMENDATION (Roll Call Vote) Adopt Resolution No. 2006 -_ Attachment: A- Resolution 0001148 Honorable City Council March 15, 2006 Page 3 RESOLUTION NO. 2006- ATTACHMENT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FY 2005/06 BUDGET BY APPROPRIATING $6,505 FROM GENERAL FUNDS (OLDER AMERICANS ACT TITLE III -E LIFELINE TO SAFETY PROGRAM CONTRACT GRANT) TO THE ACTIVE ADULT CENTER DIVISION BUDGET (1000.7610) WHEREAS, on June 15, 2005, the City Council adopted the budget for Fiscal Year 2005/06; and WHEREAS, a staff report has been presented to said Council requesting a budget amendment appropriating $6,505 from General Funds; and WHEREAS, Exhibit "A" hereof describes said budget amendment and its resultant impacts to the budget line item(s). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment appropriating expenditures and revenue in the amount of $6,505 from General Funds (Older Americans Act Title III -E Contract Grants) as more particularly described in Exhibit "A" attached hereto is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of the resolution and shall cause a certified resolution to be filed in the book of original resolutions.
