SUBJECT: Consider Resolution Authorizing Submittal of a Two and One -
Half Year (Sept. 2006- Apr. 2009) Household Hazardous Waste
Grant Application to the California Integrated Waste Management
Board, and; Consider Resolution Establishing Waste Reduction
and Recycled- Content Procurement Practices
SUMMARY
The California Integrated Waste Management Board ( CIWMB) administers a program to
provide opportunities for the collection and management of household hazardous waste
(HHW). As part of this program, the CIWMB issues grants to help local governments
establish or expand household hazardous waste collection programs. Grants are awarded
on a competitive basis. Pending approval of the California State Budget for FY 2006/07,
$4.5 million in grant funds will be available for FY 2006/07 Household Hazardous Waste
Grants. Individual jurisdictions may request up to $200,000.
An application must be submitted to the CIWMB by May 31, 2006. A resolution
(Attachment A) approved by the City Council must be submitted to the CIWMB by June 15,
2006. The anticipated term of the grant is from September 2006 through April 2009.
DISCUSSION
Grant funds must be used to establish or expand HHW programs; especially those that
provide collection opportunities for additional types of waste, innovative or more cost -
effective collection methods, and expanded public education opportunities. All proposed
activities should complement existing local and regional HHW programs. In light of the
recent expiration of the household exemption for universal waste (u- waste) disposal as
mixed waste, HHW Grant (15th Cycle) will focus on projects and methods that provide for
increased collection of household and small business u- waste. U- wastes include,

fluorescent lamps, cathode ray tubes, instruments that contain mercury, batteries, and
other electronic materials. Although the City of Moorpark currently provides recycling
options for u- waste, (through the monthly HHW event or a -waste recycling programs) staff
is proposing new u -waste programs that would provide a convenient recycling option for
materials (batteries, fluorescent lamps, and e- waste) that are more frequently disposed of
than regular HHW materials. With the implementation of these new programs, staff also
hopes to reduce the costs for recycling u -waste instead of paying the expensive per - vehicle
fee charged to the City for the HHW drop -off programs that the City sponsors in
cooperation with the cities of Camarillo and Simi Valley under the existing HHW program
where the per - vehicle fee ($75 - $95) would be applied to each vehicle disposing of
batteries and fluorescent lamps.
The proposed programs are briefly detailed as follows:
• Establish drop -off centers for fluorescent lamps and household batteries at various
businesses and City facilities in Moorpark.
• Develop and implement an outreach and advertising campaign to increase awareness
and participation in HHW programs, especially by under served residents, particularly
Spanish speaking residents.
• Conduct bi- annual a -waste collection events (during FY 2006/07).
A summary of the projects proposed in this grant application is as follows:
• Battery & Lamp Recycling Drop -off Program $ 50,000
• 2, E- Waste /u -waste Collection Programs $ 5,000
• Outreach /Advertising Program $ 10,000
• Administrative Costs 8,062
Total $73,062
The CIWMB may elect to partially fund some or all of these projects; therefore, the above
totals may be subject to change.
As part of the grant application requirement, the CIWMB requires that the City have an
Environmentally Preferable Practices and Recycle Content Purchasing Policy. During the
City's 1991 Source Reduction and Recycling Element, the City identified certain policies
and practices that the City should follow to help "close the loop" by purchasing recycled -
content products. Since that time, the City's purchasing division (through Finance) has set
some guidelines. However, to formalize the program and meet CIWMB requirements, staff
proposes adopting the guidelines through a Resolution (Attachment B).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AUTHORIZING SUBMITTAL OF AN
APPLICATION FOR LOCAL GOVERNMENT HOUSEHOLD
HAZARDOUS WASTE GRANT TO THE CALIFORNIA
INTEGRATED WASTE MANAGEMENT BOARD, AND
AUTHORIZING THE CITY MANAGER TO EXECUTE ANY
AGREEMENTS, CONTRACTS, AND REQUESTS FOR PAYMENT
WHEREAS, the City of Moorpark recognizes that it is in the public interest to
enact and implement an integrated waste management plan to address the state's
diminishing landfill space and the potential adverse environmental impacts from
inappropriate disposal of household hazardous waste; and
WHEREAS, the people of the State of California have enacted Assembly Bill
1220 (Eastin, Statues of 1993, Chapter 656) which provides grants to local
governments to establish and implement waste diversion and separation programs to
prevent disposal of hazardous waste, including household hazardous waste, in solid
waste landfills; and
WHEREAS, the California Integrated Waste Management Board has been
delegated the responsibility for the administration of the Local Government Household
Hazardous Waste Grant which includes procedures governing the application by and
payment to eligible cities and counties; and
WHEREAS, if awarded, the City of Moorpark will enter into a Grant Agreement
with the California Integrated Waste Management Board for implementation of said
grant,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Moorpark authorizes the submittal of
a grant application to the California Integrated Waste Management Board for a Local
Government Household Hazardous Waste Grant — FY 2006/07.

SECTION 2. The City Manager; Parks, Recreation & Community Services
Director; Community Services Administrative Specialist; or a designee named by the
City Manager, is hereby authorized and empowered to execute in the name of the City
of Moorpark all necessary applications, contracts, payment requests, agreements, and
amendments hereto for the purposes of securing grant funds and to implement and
carry out the purposes specified in the grant application.
SECTION 3. The City Clerk shall certify to the adoption of the resolution and
shall cause a certified resolution to be filed in the book of original resolutions.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ESTABLISHING WASTE REDUCTION
AND RECYCLED-CONTENT PRODUCT PROCUREMENT
PRACTICES
WHEREAS, the City of Moorpark adopted the Source Reduction and Recycling
Element in 1991; and
WHEREAS, it is the City's goal to promote the use of reusable, recyclable, and
recycled products, and to encourage waste reduction activities as part of the City's plan
to meet AB 939 goals; and
WHEREAS, in support of its vision to serve as a leader in integrated waste
management, the City's waste reduction and recycled-content product procurement
practices shall be an example for other jurisdictions and businesses to follow; and
WHEREAS, in developing a new waste reduction and recycled content product •
procurement policy for the City, the City acknowledges that changes to internal
business operations have resulted in efficiencies for the City. Therefore, the City's future
waste reduction policies and programs shall focus on improvements to business
functions to efficiently use resources, time, labor, and materials that will result in waste
reduction; and
WHEREAS, Executive Staff and managerial support is critical to improving
business functional efficiency and achieving waste reduction and recycled content
product procurement goals.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY Or MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Moorpark establishes the following
Waste Reduction and Recycled-content Product Procurement Practices:
a. The City of Moorpark shall purchase and use reusable, recyclable, and
recycled products whenever possible to the extent that such use does
not negatively impact health, safety, economic constraints,
performance standards or operational efficiency.
b When approved by the City Manager, a not-to-exceed ten (10) percent
price preference may be given to qualified products that are reusable,
recyclable, or made from recycled material.

c. Recycled paper shall be used for products that are highly visible to the
public, including letterhead, copy paper, and business cards.
d. When recycled products are used, reasonable efforts shall be
undertaken to label them to indicate that they contain recycled
materials.
e. All City staff shall practice waste reduction procedures, such as duplex
copying, avoiding excess packaging, and minimizing use of
disposables (toner cartridges, kitchen supplies, etc.).
f. Each City department shall examine purchasing requirements and
maximize use of products that are durable, reusable, recyclable, and
made from recycled feedstock. Such products could include office
supplies, compost, motor oil, paint, tires, and construction materials.
g. Contractors and consultants bidding to provide products or services to
the City should demonstrate compliance with the City's purchasing and
waste reduction practices to the greatest extent possible.
h. The City shall develop conditions of approval for new residential and
commercial construction that will provide adequate space for recycling
activities. Conditions shall also be developed that encourage use of
' recycled building materials and maximize opportunities for the
recycling of demolition and construction materials.
i. The City shall investigate joint purchasing opportunities with other local
governments as a way to maximize economic benefit to all
jurisdictions.
j. Staff from the Finance Department and Parks, Recreation, and
Community Services Department shall meet annually to review
purchasing practices and shall propose any identified changes to the
City Manager for possible adoption and implementation.
