Lall, City Engineer/Public Works Director Reviewed by Earl Schwartz, Assistant City Engineer DATE: May 4, 2006 (Council Meeting 05/17/06) SUBJECT: Final Map Approval for Tract Map No. 5187-1 and 5187-2 William Lyon Homes BACKGROUND/DISCUSSION Tract 5187 (Attachment 1) is a 350-acre residential development project located west of Walnut Canyon Road, approximately one-half mile north of Casey Road and westerly of the extension of the new Spring Road. Tentative Tract Map No. 5187 creates 248 single family residential lots with 6 open space lots, 3 detention basin lots, 1 conservation lot, 1 water reservoir lot, and a trail staging area. Tract 5187 is divided into two phases with two final maps, Tract 5187-1, (Attachment 2) and Tract 5187-2, (Attachment 3). City staff has reviewed the Conditions of Approval for the Tentative Tract Maps 5187-1 and 5187-2 to ensure compliance prior to the Final Map approval and recordation. The City Engineer has caused the Final Map to be reviewed and is satisfied that it is technically correct and that it is substantially in conformance with the approved Tentative Tract Map. The City Council has previously approved the street names. Staff has verified with Caltrans that bonding for public improvements along Walnut Canyon Road are in place and the construction of these improvements have commenced. The Community Development Department staff has conducted a thorough review of the proposed Final Map No. 5187 to ensure that the requirements of the development agreement and all conditions of approval of the Tentative Tract Map No. 5187 have been satisfied. The proposed Final Map No. 5187 is consistent with the configuration and characteristics of the approved Tentative Tract Map No. 5187. Final Map No. 5187 is offering all of the required dedications to the City and all of the conditions of approval required of William Lyon Homes prior to the City's approval of the Final Map have been satisfied. P,/YKLC6018/RPT,D4,OT,O8 000226 Honorable City Council May 17, 2006 Page 2 Tract 5187-1 Dedications that have been offered to the City and accepted on Tract Map 5187-1: • The right-of-way of Meridian Hills Drive for public use purposes • Easements over private street Lots B, C, E, K, L, M, N, and 0 to provide access for all governmental agencies providing for public safety, health and welfare • Easements over portions of Lots A, D, F, J, and Q for multi use trail purposes • Easements for covered storm drain, appurtenant structures, ingress and egress purposes • Granted in fee simple Lots S — LMD — and Q for drainage, covered storm drain, appurtenant structures, ingress and egress purposes • Granted in fee simple of Lot H for conservation purposes subject to the Open Space Easement Grant Deed recorded April 27, 2004 as Instrument No. 20040427-0113051 • Easements over portions of Lots 27-34, 129, 130, A, D, F, J, Q, R, and S for a Landscape Maintenance District Dedications over the following lots are irrevocably offered to the City, but are not accepted at this time per Tract Map 5187-1: • Easements over Lots D, F, J, P, Q, and S for conservation/landscape/open space purposes • Easement over a portion of Lot 129 for sight distance purposes • Easements over portions of Lots 27-34, R, and S for landscape purposes Dedications over the following lots are offered to the Ventura County Watershed Protection District: • Granted in fee simple that portion of Lot P as shown in the map Dedications over the following lots are offered to the Ventura County Waterworks District No. 1: • Easements over Lots B, C, E, K, L, M, N, and 0 and over portions of Lots 86 and J for water pipeline and sanitary sewer purposes The following lots are for the Homeowner's Association use: • Lots A, B, C, D, E, F, J, K, L, M, N, O, and R Dedication over the following lot will be offered to the State Department of Transportation: • The developer will dedicate Lot I to the State Department of Transportation for roadway purposes upon the completion of all required improvements along Walnut Canyon Road. PW/Y10L6601&RPil04l67166 00022'2 Honorable City Council May 17, 2006 Page 3 Tract 5187-2 Dedications that have been offered to the City and accepted on Tract Map 5187-2: • The Right-of-Way for Meridian Hills Drive for public use purposes • Easements over private street Lots D, E, F, G, H, I, and J to provide access for all governmental agencies providing for the public safety, health and welfare • Easement over a portion of Lots C for multi use trail purposes • Granted in fee simple all rights and uses of Lot L for use as a trail staging area, and permanent open space preservation purposes • Easements over Lots A, D, E, F, G, H, I, and J for covered storm drain, - LMD - appurtenant structures, ingress and egress purposes • Easements over Lots B, C, K, L, and M for landscape/open space purposes • Easements over portions of Lots C and M for slope maintenance purposes • Easements over portions of Lots C and M for a Landscape Maintenance District Dedications over the following lots are irrevocably offered to the City, but are not accepted at this time per Tract Map 5187-2: • Easement over a portion of Lot 56 for sight distance purposes • Easement over a portion of Lot M for landscape purposes • Easements over portions of Lots C and M for slope maintenance purposes • Right-of-Way over portions of Lots C and M for slope maintenance purposes of the North Hills Parkway future bypass Dedications over the following lots are offered to the Ventura County Waterworks District No. 1: • Granted in fee simple a portion of Lot K for water reservoir purposes • Easements over Lots 1, 2, 3, C, D, E, F, G, H, I, and J for water pipeline and sanitary sewer purposes The following lots are for the Homeowner's Association use: • Lots A, B, C, D, E, F, G, H, I, J, and M STAFF RECOMMENDATION Authorize the Mayor and City Clerk to sign the maps and the City Clerk to cause Tract Maps 5187-1 and 5187-2 to be recorded in the office of the Ventura County Recorder.
