Lail, City Engineer /Public Works Directo / PREPARED BY: Teddy Okoye, Assistant City Engineer DATE: May 10, 2006 (CC Meeting 05- 17 -06) SUBJECT: Consider Resolution Amending Fiscal Year 2005/06 Budget to Appropriate Funds for Traffic Signal Modifications at Campus Park Drive and Collins Drive DISCUSSION A. Background The intersection of Campus Park and Collins Drives is served by an older model Bitrans Model 170 Signal Controller. This controller does not provide the capability to adjust the signal timing to adapt to peak hour flows and variable time -of -day operations. This intersection is congested during peak hours due to the high volume of traffic from Moorpark College. Vehicles from the college cause incremental congestion for up to 15 minutes at this intersection during college hours. The new Campus Plaza Shopping Center currently under construction will add complexity to the signal operation at this intersection. B. Proposed Modification • Install Econolite ASC /3 -21000 Controller: This controller is the current state of the art providing the capability for better management of the signal. The system will enable consultant and /or staff to adjust the signal timing at Collins Drive and Campus Park Drive during peak hours to provide improved traffic flow and level of service (LOS), to monitor the operation and safety of the intersection from a remote location, and to synchronize (interconnect) this signal with others within the arterial or corridor. • Provide a split -phase and a "Protected" pedestrian crossing with dual left -turn lane for westbound traffic on Campus Park Drive. Project Fundinq The recommended funding source for the project is the TDA Article 8A (Fund 2603). The estimated project cost is summarized below: Description Total ($) Design $5,000.00 Construction /Inspection /Administration $55,000.00 Total $60,000.00 D. Schedule It is anticipated that the design will be completed in May 2006. Staff proposes to incorporate this modification into the Campus Park Plaza Shopping Center improvement currently under development, by means of a Cooperative Agreement. STAFF RECOMMENDATIONS (ROLL CALL VOTE) 1. Adopt Resolution No. 2006- 2. Direct staff to implement the traffic signal modifications at this intersection of Campus Park Drive and Collins Drive. 3. Authorize the City Manager to execute the Cooperative Agreement with M & M Development for the construction of the traffic signal modifications. Attachment 1 RESOLUTION NO. 2006 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2005/06 BUDGET TO APPROPRIATE FUNDS FROM THE TDA ARTICLE 8A FUND (2603) FOR TRAFFIC SIGNAL MODIFICATION AT CAMPUS PARK DRIVE AND COLLINS DRIVE WHEREAS, on June 15, 2005, the City Council adopted the Budget for Fiscal Year 2005/06; and WHEREAS, a staff report has been presented to the City Council requesting a budget appropriation in the aggregate amount of $60,000; and WHEREAS, Exhibit 'A', attached hereto and made a part hereof, describes said Budget amendment and its resultant impacts to the budget line item(s). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a Budget appropriation in the aggregate amount of $60,000 as more particularly described in attached Exhibit 'A', is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this 17th day of May, 2006.
