SUBJECT: Use of High Street as Truck Haul Route for Up to 40 Working Days
for the Essex Portfolio Development Project (Former Moorpark High
School Site)
BACKGROUND
Essex Portfolio (Essex) is proposing development of 200 apartment units on the
remaining portion of the old high school site adjacent to Walnut Canyon School. A
development agreement would be considered as a part of this project. The Moorpark
Unified School District (District) removed about 70,000 cubic yards of dirt from the
subject site to construct the Walnut Canyon School. The District subsequently sold the
site to Essex. It should be noted that the project has not been approved, nor has the
development agreement, although negotiations with Essex on the development
agreement have essentially been completed.
DISCUSSION
A haul permit and stockpile was issued to T.A. Staben, Inc. and Essex respectively.
These permits allow for haul of up to 70,000 cubic yards of fill material from Simi Valley
to the Essex site at the western terminus of High Street. Staff has inspected and
approved the material. The current haul route is 118 freeway west to New Los Angeles
Avenue, right on Moorpark Avenue and left on High Street. The current haul route with
the left turn on High Street causes a back -up of traffic on Moorpark Avenue. It is
anticipated to be 150 -200 trucks per day for 30 -40 days. Allowing the haul on High
Street westbound only would facilitate a smoother flow of traffic and expedite the haul
operations through the City. The trucks leaving the stockpile site would be required to
turn south on Moorpark Avenue and travel easterly along Los Angeles Avenue back to
the 118 freeway.

The imported material will be stockpiled on the site, and after the approval of the
project, the entire site will be regraded to meet all construction requirements. Essex will
be responsible for all costs associated with the stockpiling operations, including staff
time for coordination and monitoring.
ENVIRONMENTAL DETERMINATION
In accordance with the City's environmental review procedures adopted by resolution,
the Community Development Director determined the level of review necessary for a
project to comply with the California Environmental Quality Act (CEQA). Some projects
may be exempt from review based upon a specific category listed in CEQA. Other
projects may be exempt under a general rule that environmental review is not
necessary where it can be determined that there would be no possibility of significant
effect upon the environment. A project which does not qualify for an exemption requires
the preparation of an Initial Study to assess the level of potential environmental impacts.
The Community Development Director has determined that the proposed hauling on
High Street for forty working days and stockpiling on the Essex site would not require
environmental review under the California Environmental Quality Act as it fits the criteria
for a Class 4 (Minor Alterations to Land) categorical exemption.
STAFF RECOMMENDATION
Authorize the use of High Street westbound only for import dirt haul of fill material for
duration of 40 working days. In addition to standard haul permit conditions, haul hours
shall be 7:30 a.m. to 3:30 p.m., Monday through Friday.
