Consider VISTA -East Cooperative Agreement for Commuter Bus
Services
In July, 1994 the Ventura Intercity Service Transit Authority (VISTA) began providing
express commuter fixed route bus services through a Cooperative Agreement among the
participating jurisdictions. The VISTA -East route links local transit systems in Moorpark,
Simi Valley, and Thousand Oaks to Metrolink and other VISTA routes throughout Ventura
County. The Cooperative Agreement provides funding for VISTA -East. It is renewed
annually with an Addendum (Attachment "'I") that documents how the cost will be
distributed. The VISTA routes are administered for the member jurisdictions by the Ventura
County Transportation Commission (VCTC).
The VISTA -East Northbound makes eleven round trips on weekdays (the Southbound bus
has one additional one -way trip) from approximately 6:00 am to 7:00 pm with headways of
about one hour between trips during peak hours and headways of about two hours
between trips during off -peak hours. On Saturdays, there are eight round trips from
approximately 7:00 am to 6:00 pm with headways of about one hour between trips during
peak hours and headways of about two hours between trips during off -peak hours.
As the Council may recall, transit operators must meet a certain farebox ratio in order to
receive Transportation Development Act (TDA) funding from the %0 state sales tax.
VISTA -East has had to meet a farebox ratio equal to 20% of its operating expenses. If the
20% is attained from the farebox revenue, the remaining 80% may be eligible for TDA or
other state or federal subsidy. The VISTA -East route had a farebox ratio of 26% in the first
six months of FY 2005/06. The fare for VISTA -East is $1.00 for regular passengers and
$0.50 for seniors 62+ and persons with disabilities. Children aged five and younger ride
free. This fare structure is identical to Moorpark City Transit.

DISCUSSION
The VISTA -East Committee comprised of elected officials from the cities of Moorpark
(Councilmember Millhouse), Simi Valley, and Thousand Oaks met on May 31, 2006. The
agenda for the meeting included cost sharing arrangements, consideration for an increase
in compensation rates due to fuel cost increases, and the VISTA -East Cooperative
Agreement. The Committee also reviewed the VISTA passenger surveys. The Committee
agreed to increase the contractor's (CUSA) operating service rate for FY 2006/07 to reflect
the increasing cost of fuel. The method selected reimbursed the contractor for excess
inflationary fuel costs incurred during the past year (beyond the 3.75% per year
compounded rate). This is a one time consideration, since VCTC's contract with CUSA
expires after the coming fiscal year.
The total annual cost to operate the VISTA -East service for FY 2005/06 is estimated to be
$575,948. The federal share is $296,759. Anticipated fare revenue is $57,000. This leaves
$222,189 to be funded by the cities.
As it has done since the implementation of VISTA -East, the three cities agreed to share
costs based on population. Moorpark's population is 12.6% of the three -city total, up from
12.5% last year. Moorpark's share of VISTA -East expense will be $27,996 out of the total
local cost of $222,189. The proposed City FY 2006/07 Budget includes $25,000 for Vista
East. Staff will prepare a budget amendment for a future Council meeting to allocate an
additional $2,993 from the City's TDA Fund to cover the cost increase. Approximately 87%
of the VISTA -East ridership resides in one of the three sponsoring cities, Moorpark, Simi
Valley and Thousand Oaks. City of Moorpark residents comprised 22% of the ridership
from those cities, based upon a VCTC on -board survey of VISTA -East riders (percentages
are a combination of weekday and weekend surveys).

include:
• Farebox Revenues
• Farebox Recovery Ratio*
• Contractor Operating Cost
• Total Adjusted Operating Costs
• Passengers
• Total Operating Cost per Passenger
• Vehicle Service Hours
• Total Operating Cost per Vehicle Service Hour
• Passengers per Vehicle Service Hour
• Total Hours
