SUBJECT: CONSIDER AUTHORIZING PURCHASE OF ALTERNATIVE
FUEL REPLACEMENT VEHICLE FOR COMMUNITY
DEVELOPMENT /CODE COMPLIANCE
BACKGROUND /DISCUSSION:
The Community Development Department proposed FY 2006 -2007 budget
includes a request for $30,000 to purchase of a Ford Escape SUV Hybrid to
replace the Ford Ranger truck currently being driven primarily by the Code
Compliance Officer. The purchase would be funded by the Transportation
System Management (TSM) Fund 2001. Purchase of alternate fuel vehicles for
the City fleet was included in the City Council adopted TSM program. The
Community Development Ford Ranger is to be transferred to the Public Works
Department to replace the Parking Enforcement truck that has very high mileage.
That vehicle is proposed for surplus.
A Ford Escape Hybrid SUV was selected by the Community Development
Department because of its environmentally friendly motor design; and to provide
a covered cargo or seating area that would facilitate protected delivery of
materials and plans, etc., while also providing seating for up to five staff
members. It is intended that the vehicle would be used by Community
Development as a Department pool car, to be reserved as needed by Code
Compliance and Planning staff for field investigations and off -site meetings.
In March 2006, Public Works Department staff solicited bids from local dealers
for hybrid vehicles, including the Ford Escape SUV Hybrid. Bids for the Ford
Escape were returned by Simi Valley Ford and Galpin Ford in North Hills. Those
bids were good until April 29, 2006, 30 days from the bid opening of March 30,
2006. Community Development staff placed calls to both Simi Valley Ford and
Galpin Ford to ask if the bid prices could be extended to allow Community
Development to utilize the quoted prices for the proposed FY 2006 -2007 budget
year.

Galpin Ford did not respond to the telephone message left with the bid contact.
Simi Valley Ford responded quickly, but indicated that they would need to update
their bid to reflect current factory fleet activity. Simi Valley Ford responded with
an updated bid of $27,395.53, including tax and license, an amount $1,023.52
less than their March 2006 quote. Simi Valley Ford indicated that the savings
reflected changes in the availability of fleet vehicles. In order to secure the
reduced price, staff must accept in writing prior to June 25, 2006, and then follow
up with a formal Purchase Order after July 1, 2006, for the FY 2006 -2007 budget.
Because of the availability of the vehicle at the reduced price, the Municipal Code
provides that the City Manager may determine that it is critical for immediate
purchase in order to obtain savings, and no additional formal bid is required.
STAFF RECOMMENDATION (Roll Call Vote)
Authorize staff to secure the updated purchase price of $27,395.53 for a 2007
Escape Hybrid from Simi Valley Ford with formal Purchase Order approval
subject to adoption of the FY 2006 -07 Budget.
