DATE: July 10, 2017 (CC Meeting of 07/19/17) SUBJECT: Consider Update on Tierra Rejada Streetscape Revitalization Project (Project No. M0031). BACKGROUND On February 4, 2015, in recognition of the need to implement significant changes to the overall streetscape design along portions of Tierra Rejada Road the City Council approved funding to hire a landscape architect to prepare a landscape master plan for the complete redesign of the Tierra Rejada Road corridor. Staff solicited the services of Architerra Inc., dba Architerra Design Group (Architerra) for the project, based on their extensive experience with streetscape design and use of California native plants in landscape restoration projects. The conceptual plans developed by Architerra incorporated a combination of California native and drought tolerant plant species specifically chosen to complement the original design intent of the Mountain Meadows Planned Community, as well as increase overall plant diversity and reduce water consumption. The plans also included water saving irrigation techniques such as point irrigation and drip irrigation systems. On March 16, 2016 three variations on Architera's design concept were presented to the City Council. A modified version of Option "B" was approved by the Council that balanced design features with costs, and focused renovation activity on the median islands, the north side of Tierra Rejada Road, and highly visible areas such as street intersections and monument locations. On March 16, 2016 the City Council also approved Amendment No. 2 to the Agreement with Architerra for the preparation of construction drawings and specifications for the approved design concept. Construction plans were completed for an initial project section along the north side of Tierra Rejada Road beginning at Mountain Meadow Drive and extending east approximately 730 feet, includingthe adjacent median island. Bids for construction of this initial project section, titled Tierra Rejada Streetscape Revitalization — Phase 1 46 Honorable City Council July 19, 2017 Page 2 (Phase 1), were solicited in September of 2016, and on November 2, 2016, the City Council awarded the contract for construction of Phase 1 to Oakridge Landscape, Inc. At that time, Council also authorized Amendment No. 3 to the Agreement with Architerra for the design of a supplemental irrigation system to support the Coast Redwoods in the planned renovation areas, as well as areas not targeted for renovation along the south side of Tierra Rejada Road. Construction work on Phase 1 commenced in February 2017, with a planned schedule of fifteen working days. During construction, it was determined that additional sidewalk replacement was required to repair sections of sidewalk lifted by adjacent trees in the project area. This work added twelve days to the project schedule. Phase 1 was completed on March 30, 2017. DISCUSSION The Phase 1 renovation was conducted to allow the City Council and the community to view and evaluate the streetscape design elements prior to full implementation of the Tierra Rejada Road corridor redesign. Since installation, the plant material has generally performed well, presenting a varied palate with green groundcover and grasses filling in areas to maintain the meadow concept, and flowering plant species of varying heights, colors and textures providing color and interest. Boulders and mulch enhance the look and long term viability of the streetscape. The project was highlighted in articles in the 2017 spring and summer editions of the City Newsletter, and a webpage (moorparkca.gov/tierrarejada) was added to the City website to provide information, photos and updates about the project and solicit feedback from the community. The feedback staff has received regarding the project has been generally positive. To date six written comments have been submitted through the City website, and two comments emailed directly to staff. Of these comments, four are positive, two negative, and two requested additional information. Given the largely positive reaction to the initial redesign section from the community, staff recommends authorizing Architerra to complete the construction documents for the remaining area of Tierra Rejada Road between Spring Road and Courtney Lane. The next phase of the Tierra Rejada Road streetscape redesign project (Phase 2) will consist of installation of the redesigned landscaping along the remaining unimproved areas of Tierra Rejada Road, primarily the streetscape areas on the north side of the street, the median islands and corners on both sides of the street. Construction documents are expected to be completed in the fall, and installation tentatively planned for early spring of 2018. Although Phase 2 of the Tierra Rejada streetscape renovation project is expected to start in early spring of 2018, staff would like to begin work on the center medians this summer. Staff is requesting authorization to obtain bids to remove the groundcover in the median islands, with a bid option for the installation of bark mulch. The removal of the deteriorating ground cover would otherwise be conducted during the Phase 2 construction. Staff would like to conduct this work earlier to improve the aesthetics of the Tierra Rejada Road corridor, and to demonstrate to the community continued progress on the Tierra Rejada Road streetscape revitalization project. The design work that was approved by Council on November 2, 2016 for the supplemental irrigation system to support the Coast Redwood trees is complete. This supplemental drip irrigation system will be installed in addition to the traditional spray irrigation system that currently supports the existing Coast Redwood trees. As discussed in prior agenda reports, the Coast Redwoods require considerably more water than the new plant material in the renovation areas. The supplemental irrigation plans not only address the needs of the trees in the renovation areas, but also include supplemental irrigation for the Coast Redwoods on the south side of Tierra Rejada Road. As noted in the March 16, 2016 staff report, the south side of Tierra Rejada Road was not included in the streetscape renovation project, as the plant material on that side has sustained relatively well over the last few years. However, staff feels that it will be beneficial to supplement the irrigation needs of the Coast Redwoods on the south side of Tierra Rejada Road, as well as those in the renovation areas. Since plans for the supplemental irrigation system are complete and can be implemented independent of the streetscape renovation work, staff is requesting authorization to bid this work in the summer of 2017, with construction to be completed in the fall of 2017. FISCAL IMPACT The total value of the Architerra contract for conceptual design and construction drawings for the Tierra Rejada streetscape redesign, including supplemental irrigation for the Coast Redwoods, is $121,368, which is included in the adopted Fiscal Year (FY) -- 2017/18 2017/18 budget. 48 Honorable City Council July 19, 2017 Page 4 As detailed in prior staff reports, the projected budget for the entire Tierra Rejada Road renovation is approximately $2,087,000. A portion of this cost includes removal of groundcover in the center medians and application of bark mulch, which is estimated at approximately $350,000. While this work was considered in the projected budget for the streetscape renovation, conducting this work now may not result in a proportional cost deduction during Phase 2, as some effort will be required by the contractor to move the mulch aside to install the new irrigation system and plant material. However, staff feels that it would still be beneficial to move forward with this work now since a large portion of the existing groundcover has died and needs to be removed. Staff will obtain a bid option for the installation of the bark mulch and will seek final approval from the City Council on this phase of the work once the bids have been received. As a reminder, staff turned off the irrigation in the median islands during the drought and retrofitted the irrigation system to provide water only to the trees. This work was completed in an effort to satisfy the watering restrictions mandated by the State Water Resources Control Board, which prohibited irrigation runoff onto hardscape areas such as streets. Staff will return to the City Council to discuss overall project costs once the Phase 2 construction documents have been completed. The cost estimates do not include costs for installation of the supplemental irrigation system for the Coast Redwoods. Due to the complexity of the work, i.e. numerous existing trees and plant material, existing irrigation system components, etc. staff has not been able to obtain a cost estimate for this supplemental work, however, staff will return to the City Council to discuss the overall cost implications once bids for construction of the supplemental irrigation system have been received. STAFF RECOMMENDATION 1) Authorize staff to complete the construction documents for the Tierra Rejada Road streetscape revitalization project consistent with the approved design concept and Agreement with Architerra. 2) Authorize staff to prepare bid documents and solicit bids for the removal of the groundcover, with a bid option for the installation of bark mulch, in the center median islands along Tierra Rejada Road. 3) Approve plans and authorize staff to solicit bids for the construction of a supplemental irrigation system for the Coast Redwood trees on Tierra Rejada Road.
