TO: Honorable City Council BY: L FROM: Jeremy Laurentowski, Parks and Rer,,eation Director BY: Jessica Sandifer, Program Manage :1 DATE: July 11, 2017 (CC Meeting of 07/1 .0) SUBJECT: Consider Authorization for Recordation of the Notice of Completion for Recreational Trail Project and Release of Bonds in Accordance with the Contract BACKGROUND & DISCUSSION On July 20, 2016, the City Council awarded the Recreational Trail Project to The Adjul Corporation dba Lee Construction Company for $3,673,581.00, plus a 10% project contingency of $367,358.00 for a total cost of $4,040,939.00. There were two amendments to the contract increasing the contingency by $160,000 for a total contingency amount of $527,358. There were a total of twelve change orders totaling $523,578.43. The Amendments and Change Orders and their individual costs are itemized below: Description Cost Amendment No. 1 Increase contingency $100,000.00 Amendment No. 2 Increase contingency $60,000.00 Change Order#1 2,108 square feet of additional sidewalk, plus associated demolition costs $ 20,226.26 Change Order#2 Relocation of 6" irrigation mainline and 2" water line $ 79,135.18 Additional fence, trail modifications, change Change Order#3 from redwood header to concrete mow curb, emergency access driveway additions, additional trail signing/striping $ 99,564.90 Removal from contract of two planter curbs, bioretention system per bid set, four oak trees and underground storage basin, modification Change Order#4 to pervious AC section, addition to contract of revised bio retention system, parkway drain, rip rap swale, 660 square feet of 6 inch concrete, widening of concrete trail, grading $ (19,381.32) 105 Honorable City Council July 19, 2017 Page 2 and installation of base, export fees and additional infiltration trench Removal and replacement of wood fence at parking lot B, tree removal, concrete sidewalk removal and replacement, stop sign and legend; additional drywell, adjusting irrigation Change Order#5 valve boxes to grade, paver step outs in parking lot B, removal and replacement of concrete near restroom, pavement center striping, bollards, parking lot D modifications, and landscaping modifications $ 69,067.48 Additional dry wells, soccer storage area, pipe drains, parking lot C entrance improvements, Change Order#6 parking lot C modifications, additional sidewalk near tot lot, procurement of additional wood fence materials, and conduit replacement $ 200,724.85 Substitution of conventional asphalt concrete pavement for open grade friction course and Change Order#7 associated substitutions and deletions, and removal of a lighting/relay control panel from the contract $ (22,062.22) Change Order#8 Removal and relocation of Oak Tree $ N/C Additional lighting fixtures, removal of tree Change Order#9 bubblers, and additional a-curb at parking lot C. $ 22,182.88 Change Order#10 Time Clock and well house installations $ 6,744.88 Additional concrete work, landscaping revisions, additional electric work, backflow Change Order#11 relocation, removal of items from contract work, drinking fountain, revisions to work and miscellaneous items $ 60,487.59 Repair of existing irrigation in parking lot D, Change Order#12 additional landscape maintenance period for change order#11 landscaping and mark-up adjustment $6,887.95 Staff is recommending that the City Council authorize the recordation of the Notice of Completion. With the City Council's authorization to record the Notice of Completion, the City Clerk's office will be authorized to release the project bonds as follows: • Payment Bond No. PB 115104 00569 shall be null and void one (1) year after the recordation of the Notice of Completion. • Performance Bond No. PB 115104 00569 shall be null and void one (1) year after the recordation of the Notice of Completion. 106 Honorable City Council July 19, 2017 Page 3 FISCAL IMPACT The final contract cost is $4,197,159.43, as broken down below: Initial Contract Cost $ 3,673,581 .00 Change Orders 1-12 $ 523,578.43 TOTAL PROJECT COST $ 4,197,159.43 The project was funded in the amounts and with the following funding sources as follows: Traffic System Management Fund (2001) $ 1,842,113.43 Community Wide Park Fund (2010) $ 1,789,046.00 Local TDA Article 3 Fund (2411) $ 66,000.00 Land and Water Conservation Fund Grant (2409) $ 500,000.00 $ 4,197,159.43 STAFF RECOMMENDATION Authorize the City Clerk to file the Notice of Completion, and release of the project bonds as outlined in the report.
