SUBJECT: Consider Appointment of Ventura County Area Agency on Aging
Representative and Alternate Representative
BACKGROUND
The Advisory Council for the Ventura County Area Agency on Aging (VCAAA) consists
of a representative and an alternate from each community within Ventura County. The
representative and alternate must be 60 -years of age or older and a resident of their
respective city.
The VCAAA By -laws advise the city to advertise for candidates and hold an election
among the seniors residing in the community. The By -laws identify that in the election
process, the candidate who obtains the highest number of votes be selected as the
representative and the candidate with the second highest number of votes be
designated the alternate.
City staff duly advertised for interested candidates and the initial application period
closed on June 16, 2006, with only one application received from Tony Bellasalma. The
election to be held on June 30, 2006, was canceled since there was only one applicant.
An additional brief recruitment was conducted to fill the alternate position. This
recruitment ended on July 7, 2006, with no applications received.
Subsequent to the second advertisement for the alternate position, Mr. Fred Greco, last
term's alternate, volunteered to serve as the alternate for the upcoming two -year term.
Applications from Mr. Bellasalma and Mr. Greco will be provided to Council under
separate cover.

DISCUSSION
The VCAAA By -laws stipulate that each City Council ratify the election held within their
city and forward the names of elected delegates and alternates to the County. Should
the persons elected not be ratified by the City Council, the Council on Aging
membership shall elect other persons. This process shall continue until the two bodies
agree upon a representative and alternate.
The names of the elected representative and alternate of each local Council on Aging
must be certified in writing by the City Council and that certification forwarded to the
Director of the Ventura County Area Agency on Aging.
STAFF RECOMMENDATION
Ratify the appointment of Tony Bellasalma as the City's representative to VCAAA and
appoint Fred Greco as the alternate, both to serve a two -year term from July 1, 2006
through June 30, 2008; and authorize the City Clerk to send a certification letter on
behalf of the City Council to the Director of the Ventura County Area Agency on Aging.
