SUBJECT: Consider Approval of a Budget Amendment to Appropriate Funds to
Cover the Cost of a Grading Permit and Building Permit for Fire
Rebuild
BACKGROUND /DISCUSSION
The City Council previously allocated funds to cover the cost of permits for rebuilding
residences that were destroyed during the October 2003 wildfire. The funds that were
allocated included a $5,000 donation from Charles Abbott Associates, Inc. (CAA), the
City's Building and Safety and Engineering Services consultant; and $4,500 from the
General Fund Reserve. In November 2004, the City Council allocated an additional
$6,700 to cover the City's cost for a grading permit, for a total of $16, 200.
The actual cost for permits for fire rebuild obtained through the end of FY 2004 -05 were
$13,305.52. Because it had been anticipated that all permits should have been
completed by the end of 04 -05, the remaining funds were not re- budgeted in FY 2005-
06. However, certain aspects for the design of grading and building took longer than
anticipated, with additional plan check and permit costs occurring during FY 05 -06. This
item requests that City Council amend the Community Development budget with an
appropriation of $ 1,370.07 of the previously allocated funds (grading permit costs in the
amount $1,050 for the Gray property at 7177 Walnut Canyon Road, and building permit
costs in the amount of $320.07 for the Miller property at 6395 Gabbert Road). This
completes the City's commitment to assisting with permits for rebuilding of residential
structures destroyed by the October 2003 fire, with a total cost of $14,675.59.
STAFF RECOMMENDATION (Roll Call Vote)
Adopt Resolution No. 2006- amending the fiscal year 2005 -2006
Community Development Budget, appropriating $1,370.07 from the Community
Development Fund, for waiver of building permits and grading permit fees for the
fire rebuild homes referenced in the agenda report.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR
2005/2006 COMMUNITY DEVELOPMENT BUDGET BY
APPROPRIATING $1,370.07 FROM THE COMMUNITY
DEVELOPMENT FUND, FOR WAIVER OF BUILDING PERMITS
AND GRADING AND BUILDING PERMIT FEES FOR
RESIDENCES AT 7177 WALNUT CANYON ROAD AND 6395
GABBERT ROAD DESTROYED IN THE SIMI FIRE.
WHEREAS, at duly noticed City Council meetings on December 17, 2003, and
September 1, 2004, City Council, allocated a total of $16,200, which included a Charles
Abbott Associates donation of $5,000 and $11, 200 from the General Fund, for waiver
of building permit fees for homes destroyed in the Simi Fire; and
WHEREAS, the $2,894.48 in unspent funds from the previous allocations were
not carried over into the 2005 -2006 Fiscal Year Budget adopted on June 15, 2005; and
WHEREAS, $1370.07 is needed to complete the City's commitment; and
WHEREAS, at a duly noticed City Council meeting on August 16, 2005, a staff
report was presented to the City Council, requesting a budget amendment allocating
$1,370.07 from the Community Development Fund for waiver of building permit and
grading permit fees for 7177 Walnut Canyon Road, 6395 Gabbert Road destroyed in
the Simi Fire; and
WHEREAS, Exhibit "A" hereof describes said budget amendment and its
resultant impact to the budget line items(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment re- allocating $1,370.07 from the
Community Development Fund for waiver of building permit and grading permit fees, as
more particularly described in Exhibit "A" attached hereto, is hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
