Lindley, Director of Parks, Recreation, and Community/ 14 Services DATE: September 11, 2006 (Meeting of September 20, 2006) SUBJECT: Consider Moorpark Library Task Force Applications DISCUSSION On August 2, 2006, the City Council authorized the establishment of the Moorpark Library Task Force. The purpose of the Task Force is to advise staff on library transition issues, not operational issues like staffing, personnel, and budget. The task force will serve as a sounding board to staff for such things as evaluating the library collection, days and hours of operation, number of public computers, and library programs such as children and teen reading programs. The term of the task force will end on December 31, 2006. The Task Force will be comprised of nine members, three of which will be appointed by select agencies (MUSD, Moorpark College, and Moorpark NfL), leaving six seats to be appointed by the Council. The City sought interested applicants during the period of August 7 through September 1 and received a total of 15 applications. The applicants are as follows: Sally Carpenter, Patricia Delkhaste, Caitlin Dimmitt, Jim Engel, Virginia Hankins, Ryan Krebs, David Kropp, Marilyn Ludwig, Heather McGregor, Martin Mogul, Natalie Panossian, Steve Philip, Tim Rosevear, Zoe Sophos, and Ute Van Dam. The applications were provided to the Council under separate cover. Per the City Council's policy regarding appointments, the Mayor shall make all appointments to boards, commissions and committees. The procedure for appointments shall be as follows: A. The Mayor shall solicit suggested nominees from members of the Council. Honorable City Council September 20, 2006 Page 2 B. Prior to making a motion for appointment, the Mayor shall announce the names of all persons he /she intends to nominate, and in the order to be nominated, for a board, commission, or committee. C. The Mayor shall then make a motion putting forth each individual name to be approved for appointment. D. A second shall be required. E. The Council shall vote on each appointment individually. STAFF RECOMMENDATION Appoint six applicants to serve on the Moorpark Library Task Force.
