SUBJECT: Consider Approval of Plans and Specifications for Projects to
Synchronize the Signals Along Los Angeles Avenue and Tierra Rejada
Road; Authorization to Solicit for Construction Bids
DISCUSSION
A. Background
In January of 2002, the City retained Kimley -Horn and Associates to prepare Design
Plans, Specifications, and Estimates (PS &E) for the projects to interconnect the
signals on Los Angeles Avenue and Tierra Rejada Road. The original contract was
amended in April of 2003 and March of 2006 to incorporate additional improvements,
including the upgrading of the controllers on Tierra Rejada Road to Econolite (state of
the art) signal controllers.
B. Project Plans
PS &E for the projects were completed in July of 2006, and a Permit Application to
construct project was submitted to Caltrans on July 10, 2006.
C. Scope of Work
Los Angeles Avenue:
• Traffic investigation and analysis;
• Conduct turning- movement counts at several intersections,
• Conduct a protected /permissive warrant analysis at the signals on
Moorpark Avenue and Spring Road,
• Update the Synchro traffic model to incorporate the newly installed signal
at Maureen Lane, and the proposed signal at Millard Street.
• Preparation of "Draft" and "Final' PS &E.

Tierra Rejada Road

• Conduct protected /permissive warrant analysis at several intersections,
• Upgrade existing Type -170 Controllers to Nema -type Econolite Controllers
with Aries software,
• Conduct turning- movement counts at several intersections,
• Prepare new timing sheet for the Econolite system.
• Preparation of "Draft" and "Final' PS &E.
D. Fiscallmpact
1. Project Cost Estimate: A preliminary cost estimate of the project is as
follows:

2. Funding Source: These projects will be funded from the Los Angeles Area of
Contribution (AOC) (Fund 2501), Tierra Rejada Road AOC (Fund 2502), and
CMAQ Grant (Fund 2604). The Congestion Management and Air Quality
(CMAQ) Grant for Los Angeles Avenue project is $320,000.00 and
$350,000.00 for Tierra Rejada Road.
E. Plans and Specifications
A copy of the Plans and Specifications for the subject project has been placed on
top of the file cabinet in the City Council Conference Room.
F. Project Approval -- Design Immunity
It is recommended below that the City Council approve the project plans and
specifications to document City Council approval of the scope and design of the

project. Such approval is also required for the purpose of establishing design
immunity pursuant to Section 830.6 of the Government Code of the State of
California.
G. Environmental
A Notice of Exemption has been prepared by the Community Development
Department and will be filed with the County Clerk's Office in accordance with
California Environmental Quality Act.
H. Schedule
The anticipated schedule is as follows:

Notice inviting bids will be mailed to tri- counties contractors and will also be
published in the Ventura County Star. Plans and Specifications will be sent to the
online bid and plan rooms.
STAFF RECOMMENDATION
Approve the plans and specifications for the subject project and authorize staff to solicit
