SUBJECT: Consider Authorizing the Use of City Marquee Signs and Portable
Lights for Rotary Club Civil War Reenactment Event Scheduled for
November 4 and 5, 2006, at Tierra Rejada Ranch
BACKGROUND AND DISCUSSION
Last year, and the year prior, the Council approved the use of the City's portable lights
and the City's marquee sign for the annual Civil War Reenactment event that is held by
the Rotary Club of Moorpark. The Rotary Club of Moorpark is requesting the same for
this year's event. Staff supports approval of the Rotary's 2006 event request, subject to
the following conditions:
• Rotary will provide standard insurance and waiver of liability requirements for
use of the marquee signs and portable lights as approved by the City's Parks,
Recreation, and Community Services Director;
• City staff will deliver portable lights to the event site on November 3, with Rotary
to be responsible for providing secure storage of the City's lights from the time of
delivery until pickup;
• Rotary will be permitted use of no less than two City marquee signs; to include
the name, date, time, and location of the Civil War Reenactment event for a
maximum of two weeks.
STAFF RECOMMENDATION
Approve use of City marquee signs and approve use of City portable lights, subject to
conditions specified in the agenda report.

Dear Honorable Mayor and City Councilmembers,
in the past the City Council has been very helpful in assisting the Rotary
Club of Moorpark in the success of its annual Civil War Event. As you may
know, all of the proceeds from the event go to support Moorpark
educational and charitable programs. Last year the Council was kind
enough to let the Club advertise the event on the City's marquee signs
and loan the Club the use of the City's lights for our nighttime battle
event. Those of you who were able to attend know that the lighting made
this nighttime battle a spectacular time. The event was attended by over
7,000 people and over 600 re-- enactors.
It is that time of the year again and the Club would like the City's support
in the worthwhile event through the loan of the City lights on November 4
and 5. We greatly appreciate the City's continued support of Rotary and
this event.
