Out Stroke Health Screening and Education Project, and Authorizing City Manager to Sign All Related Agreements DISCUSSION The City Council is being asked to adopt a resolution (Attachment A) approving and authorizing the submittal of a grant application to the Ventura County Area Agency on Aging (VCAAA) for $40,000 in Older Americans Act (OAA) Title III -B grant funds for the "Strike Out Stroke" Health Screening and Education Project. The VCAAA has issued a Request for Proposals (RFP) to Ventura County public agencies and non - profit organizations to submit applications for senior health screening program funding. This funding opportunity is designed to provide health screenings free of charge to all Ventura County residents age 60 years and older, with a special emphasis on serving seniors with the greatest economic and /or social need. Of the 750,000 strokes that occur in the US each year, 600,000 could be prevented. Stroke risk increases with age — for each decade after age 55, the risk of stroke doubles. Screening asymptomatic people who may be at -risk of stroke can help maintain the ability to live independently as well as save lives. The "Strike Out Stroke" Health Screening and Education Project would provide free, non - invasive carotid artery and peripheral artery blockage screening to eligible Ventura County seniors, as well as health information regarding stroke and stroke prevention. Grant proposals which clearly demonstrate the ability to effectively reach and serve seniors aged 60 or older who are in the greatest economic and /or social need and are underserved in the area of health screenings will be given funding preference by VCAAA. In order to reach out to the underserved older adult population, staff proposes that the City of Moorpark work cooperatively with the cities of Oxnard, Santa Paula and t M CG Ventura to host "Strike Out Stroke" screening events. The City of Moorpark, acting as the grantee and lead agency, will establish Cooperative Agreements with the other three cities in order to ensure that participating cities understand and fulfill their role in the project. In all, sixteen health screening events (four in each participating city) will be held, with eight carotid artery and eight peripheral artery testing dates. A target total of 100 carotid artery and 100 peripheral artery screenings will be held at each site over the course of the grant cycle, for a total of 800 screenings countywide. The City received very little advance notice on the grant application process. Applications were due September 5, 2006. As a result, staff submitted an application for Health Screening program funding prior to consideration by the City Council. VCAAA agreed to accept an adopted resolution by the City after the application due date. In the event the Council does not approve the proposed resolution, staff will withdraw the application. STAFF RECOMMENDATION Adopt Resolution No. 2006 -_ and authorize the City Manager to execute cooperative agreements with the cities of Oxnard, Santa Paula and Ventura, pending final language approval of the City Attorney and City Manager. Attachment: A - Resolution ATTACHMENT A RESOLUTION NO. 2006- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING A GRANT APPLICATION REQUESTING MONIES FROM VENTURA COUNTY AREA AGENCY ON AGING (VCAAA) FOR THE "STRIKE OUT STROKE" HEALTH SCREENING AND EDUCATION PROJECT THROUGH THE MOORPARK ACTIVE ADULT CENTER. WHEREAS, the City Council is dedicated to' the support of beneficial programs for older Americans in the City of Moorpark; and WHEREAS, providing free health screening and education services to area seniors can help maintain health and wellness in our older population; and WHEREAS, funds for the "Strike Out Stroke" Health Screening and Education Project are available in the form of a grant through Ventura County Area Agency on Aging. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council hereby approves and authorizes the grant application through Ventura County Area Agency on Aging to secure funds for the "Strike Out Stroke" Health Screening and Education Project. Further, the City Council hereby authorizes Steven Kueny, City Manager, to serve as signatory for the City Council on all matters related to the administration of this grant. SECTION 2. The City Clerk shall certify to the adoption of the resolution and shall cause a certified resolution to be filed in the book of original resolutions.
