SUBJECT: Consider Approval of Plans and Specifications for Modification of
the Median at the Intersection of Princeton Avenue and Campus
Park Drive
BACKGROUND
On August 2, 2006, Council approved the design "Concept" and a Budget Amendment
for modification of the median at the intersection of Princeton Avenue and Campus Park
Drive. The proposed improvements include modifying the existing configuration at this
intersection to dedicated left turn and right turn lanes only, and the installation of bike
lanes on the east side of Princeton Avenue from Campus Park Drive to the south leg of
Condor Drive, and on the west side of Princeton Avenue from Campus Park Drive to the
north leg of Condor Drive.
The median will be landscaped to match the existing landscape in this area, in
accordance to the Landscape Plan developed by the Parks, Recreation and Community
Services Department.
DISCUSSION
A. Project Plans
Staff has completed the preparation of the Plans and Specifications for the project.
A copy of the plans has been placed on top of the file cabinets in the City Council
Conference Room. Bid proposals will be requested from qualified contractors
informally.

B. Budget Impact
The funding source for the project is TDA Article 8 Reserve (Fund 2603). The
estimated cost for the project is summarized below:

It is recommended that City Council approve the project plans and specifications to
document City Council approval of the scope and design of the project. Such
approval is also required for the purpose of establishing design immunity pursuant
to Section 830.6 of the Government Code of the State of California.
Schedule
The project is anticipated to be completed in 20 calendar days. Informal bids will be
requested from qualified contractors. Construction should be completed by
December 31, 2006, barring unforeseen circumstances.
City Manager Approved Contract
The Public Contracts Code allows construction contracts for projects costing less
than $100,000 to be approved by staff. The estimated construction cost for the
subject project is $70,000. Accordingly, it is the intent of staff to award a contract
to the lowest responsible /responsive bidder, subsequent to the opening and
evaluation of bids. It is recommended below, therefore, that the City Manager be
authorized to execute a construction contract for this project not to exceed
$70,000. In the event that the bids are higher than $70,000, staff will return to the
City Council for approval of the contract award.

F. Notice of Exemption
A Notice of Exemption will be prepared by the Community Development
Department and will be filed with the County Clerk's Office in accordance with
California Environmental Quality Act.
STAFF RECOMMENDATIONS
Approve the plans and specifications for the modification of the median at the
intersection of Princeton Avenue and Campus Park Drive and authorize staff to
advertise for the solicitation of construction bids for the project.
2. Authorize the City Manager to execute a contract for the construction of the subject
project, based on a bid prepared, submitted, reviewed and approved in accordance
with applicable State and City requirements and regulations.
