SUBJECT: Consider Resolutions in Support of Statewide Ballot Initiative
Proposition 1 C, the "Housing and Emergency Shelter Trust Fund Act of
2006," and Proposition 84, "Water Quality, Safety and Supply. Flood
Control. Natural Resource Protection. Park Improvements. Bonds.
Initiative Statute"
BACKGROUND
At the September 20, 2006 Council meeting, Councilmember Mikos asked staff to examine
certain ballot initiatives for possible Council consideration. Staff reviewed the propositions
in question. It was found that Propositions 1C and 84 appear to be consistent with the
City's adopted Legislative Program, and each has been endorsed by the League of
California Cities and many other local government agencies.
DISCUSSION
Proposition 1 C — the "Housing and Emergency Shelter Trust Fund Act of 2006" is a
measure that authorizes the state to sell $2.85 billion of general obligation bonds to fund
13 new and existing housing and development programs. City Legislative Program #9 A.
states "Support legislation that addresses occupancy levels and strengthens cities' ability to
reduce overcrowding in residential areas" and City Legislative Program #9 B. states
"Support efforts to develop federal, state, and county participation, financial support, and
incentives for programs that provide adequate, affordable, housing for elderly,
handicapped, and low- income persons throughout the community." Proposition 1 C appears
to be consistent with those positions adopted by the City Council.
Proposition 84 — is called "Water Quality, Safety and Supply. Flood Control. Natural
Resource Protection. Park Improvements. Bonds. Initiative Statute." This initiative allows
the state to sell $5.4 billion in general obligation bonds for safe drinking water, water
quality, and water supply; flood control; natural resource protection; and park
improvements. City Legislative Program #4 B. states "Support legislation that would

eliminate unfunded mandates such as the waste course pollution prevention programs."
Proposition 84 appears to be consistent with this position adopted by the City Council.
As indicated, both propositions appear to be consistent with City's adopted Legislative
Program for 2006 as adopted by the Council on May 3, 2006. The League of California
Cites recommends support of the propositions as being the best interests of local
government and the people of California.
STAFF RECOMMENDATION
Adopt Resolution No. 2006- supporting Proposition 1C, and Resolution No. 2006 -
supporting Proposition 84.

RESOLUTION NO. 2006-
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF MOORPARK, CALIFORNIA, SUPPORTING
PROPOSITION 1C ON THE NOVEMBER 2006
BALLOT
WHEREAS, the City of Moorpark is responsible for building and
maintaining infrastructure that is essential to building and preserving the
economic and social well -being of the residents and businesses of this city; and
WHEREAS, these infrastructure include roadways, public transit systems,
bike lanes, and other transportation systems; schools; affordable housing;
drinking water and sewage treatment systems; parks and other amenities; and
WHEREAS, the city has grown by 21% (twenty -one percent) in population
over the past six years, and is projected to grow by an additional 8,000 people
over the next 15 years, creating new pressures on the city to expand and
improve our basic infrastructure as it relates to all of these infrastructure needs;
and
WHEREAS, the city estimates that it needs over 2,000 units of new
housing to accommodate its project growth, estimated to cost over $1.5 billion;
and
WHEREAS, the California State Legislature passed a $37.3 billion
package of fiscal and bond measures to provide funding for housing,
transportation, levee repairs and flood control projects and education facilities in
May 2006; and
WHEREAS, an additional bond measure to raise funds for housing and
emergency shelter has been placed on the ballot through the initiative process by
a coalition of business, public health, local government and environmental
organizations; and
WHEREAS, this measure has been titled Propositions 1C by the
Secretary of State and will be placed on the November 2006 ballot for voter
approval; and
WHEREAS, Proposition 1C will provide $2.8 billion for housing projects,
including $1.35 billion that helps cities address housing - related infrastructure

issues, consisting of $850 million in grants for development of public
infrastructure projects that facilitate or support infill housing construction, $200
million for parks, and $300 million for development near public transportation;
and
WHEREAS, the League of California Cities is in strong support of
Propositions 1C, and views this measure as providing critically needed resources
for California cities.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
MOORPARK DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City hereby expresses its strong support for
Proposition 1C which will be presented for voter approval on the November 2006
statewide ballot.
SECTION 2. The City Council and staff shall provide such educational
materials on the possible impacts of such initiatives as may be lawfully provided
by the city's representatives.
SECTION 3. The City Clerk is directed to forward a copy of this
resolution to the Executive Director of the League of California Cities.
SECTION 4. The City Clerk shall certify to the adoption of the resolution
and shall cause a certified resolution to be filed in the book of original resolutions.
PASSED AND ADOPTED this 4th day of October , 2006.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
